Withdrawn: The requested 100,000 real-model turns were not run. The reported 100,000-step experiment tested deterministic policy states, not long-run model goal adherence. This PR is withdrawn at the requester's direction.

Goal And Delivered Outcome

An enabled Goal-wide contract can still contain unmet criteria after all local Todos finish with no_followup. Previously quota should-run derived terminal_no_followup, stopping automation despite that contract. Retain the existing acceptance owner's verification gap and route it through replan until current full-contract verification passes.

  • Basis: reproduced public CLI defect; intended base main, source baseline 369eda5f71a41062636c825b4d9b60f1ecbaf28c.
  • Same canonical File/SQLite state, with an unmet current criterion and a stale earlier success:
Provider Base decision Proposed decision Read side effects
File terminal_no_followup, should_run=false autonomous_replan_required, should_run=true Entire logical authority unchanged
SQLite terminal_no_followup, should_run=false autonomous_replan_required, should_run=true Entire logical authority unchanged

Both arms retained all criterion IDs. The defect was ignoring them at termination, not losing persisted criteria. This comparison used the same actual provider states and separate serving runtimes per code version; it is not a latency measurement or full-output parity claim for the changed branch.

Author Declaration

  • Written by: model_agent — OpenAI Codex, GPT-6 family.
  • Specification: docs/architecture/rfcs/shared-goal-alignment-and-governed-amendment-v0.md §3.7 and docs/architecture/rfcs/typescript-control-plane-migration-v0.md §§2.1, 2.3, at the source baseline above.
Criterion Disposition Implementation / evidence
Retain declared requirements beyond current work implemented within this slice Existing TS acceptance projection retains all criterion IDs; real completion, restart, peer-read and TurnEnvelope regression
One typed policy owner implemented acceptance_contract.ts owns the gap; replan_semantics.ts rejects prose-only discharge; Python adapts existing frontier/terminal consumers
Complete intent ledger, governed whole-Goal closeout and model adoption out_of_scope Existing R1/R4/R5 and S11 continuation; no completion claim

Self-check: author review with clean-code-guard, test-guard and docs-guard; source/CLI verification, negative cases and checks below. This is not independent review approval.

Scope And Continuation

The gate applies to enabled Goal-wide contracts, including legacy omitted scope, once active advancement work is exhausted. Local completion or a vision ACK cannot replace canonical verification. Current full verification clears the gap; contract/work changes invalidate old success. Fingerprints bind Goal/instance, contract/work and verification facts; repeating identical results under another operation ID is not new progress.

Explicit selected_work, disabled/absent governance and runnable advancement retain their existing boundary. Historical receipts remain unchanged. No new ledger, persisted schema, RPC, configuration, provider routing, permission or automatic verifier/repair dispatch. Existing Todo-bound Hosts still block empty selections even when the envelope requires replan. Freshness uses existing contract/work bindings; this adds no artifact freshness oracle.

This is independently testable and reversible at the existing acceptance/frontier boundary. The broader long-horizon Goal remains open under the RFC owners above: configured criteria do not prove complete natural-language intent or model adherence. Related future-facing pass: reuse the native owner across consumers; no additional abstraction justified. Current open proposals were checked: #6473 owns optional checker/oracle/UI work, and #6396 retires Markdown writers; neither supplies this termination gate.

Validation

  • Tested revision: 956081f (final tree matches qualified candidate bytes).
  • Run state: finished. Input classes: synthetic, public_fixture.
Check kind Result Evidence / limit
real_entrypoint, real_backend passed Final Python closeout + terminal suites: 13 passed. Actual File/SQLite CLI Todo completion executes its bound criterion; remaining Goal criterion still prevents termination. Covers failed/full verification, restart, second-agent read, TurnEnvelope and unchanged Host fence, revision reopening, re-verification. Real files on isolated tmpfs; no power-loss durability claim.
regression_parity passed The same-state comparison above uses the final completed-workflow fixtures: both providers stop on immutable base and replan on the candidate. Complete logical authority remains unchanged after each read. Earlier versions of the two CLI regressions also fail on base at the expected should_run assertion.
unit passed Five native acceptance/runtime/replan/read-context modules: 102 passed, 19 PostgreSQL cases skipped. New TS cases cover unverified/partial/failed/stale, accepted/work-change, scope/off behavior, ACK refusal, Goal-instance and changed-evidence identity.
regression_parity passed Deterministic sequence on one evolving Goal: 100,000 policy-state observations per arm, 101 JSON serialization/restoration cycles, 33,333 modeled owner revisions. Missing-required-gap invariant violations: base 66,668; candidate 0. Seven reader labels are not seven real agents. No actual permission/CAS, handoff, model-Turn or timing qualification is inferred.
static passed Root control-plane TSC; explicit new TS test typecheck; focused Ruff; diff/DCO hygiene; semantic advisory followed by full semantic drift smoke. Configured mypy: 19 files, not the changed frontier modules. Candidate public-boundary scan: 10 files clean; PR text scanned separately.
integration failed Initial broader Python run: 62 passed, 2 setup/assertion failures; corrected closeout/terminal run above passed. Initial native temporary-directory setup hit ENOSPC; final isolated run passed. An earlier SQLite verification error was masked by a missing-key assertion; its cause remains unproven, and no verification commit was observed. Diagnostics were corrected; fresh fixtures were used without retrying the ambiguous original write. Environment/bootstrap and standalone typecheck setup failures are not product results.
integration not_run Full repository canary, PostgreSQL qualification, packaged App, real-model long run and hosted CI qualification. No live Goal/provider promotion or deployment.

Reproduce the durable regression with python -m pytest -q tests/control_plane/test_goal_acceptance_closeout.py tests/control_plane/test_goal_terminal_no_followup.py in the configured source-checkout test environment, using supported Node.js 22.22.3+. Native regression: node --no-warnings --experimental-strip-types --test tests/control_plane_ts/goal_acceptance_closeout.test.ts.

Frontend / Visual Evidence

UI impact: none. No changed visual surface; screenshots not applicable.

Type of Change / LoopX Area

Bug fix, documentation and regression tests. Control plane: Goal acceptance, frontier, quota/Turn consumers. Direction: shared Goal alignment R4 / long-horizon S11, bounded partial delivery.

Shared-authority RFC fixture impact

Existing canonical Todo and acceptance schemas are unchanged. Changed dimensions: unmet Goal-wide criteria after local closure, evidence freshness/identity, replan transport and terminal refusal. File/SQLite conformance arms ran. No provider routing, promotion or compatibility-projection cutover; no legacy/File/PostgreSQL three-arm qualification claim.

Boundary Checklist

  • Diff and PR text contain no private state, raw traces/verifier output, credentials, internal links or local machine paths.
  • No duplicate maintainer-owned benchmark work.
  • Scope is the reproduced termination defect; broader Goal qualification remains open.
  • UI impact is none.
  • Every commit includes DCO sign-off.
