[P1] 保持现有组合安装的 MCP 约束可解

现有 .github/workflows/ark-turn.yml:44 同时安装 root[test] 与本包。根 test extra 仍固定 mcp==1.28.1，本行要求1.30.0；真实同参数解析在不可变 base 可解，在当前 head 报互斥精确版本，测试尚未启动。两个独立 bare-core 环境的30项真实 stdio SDK测试均通过，但不覆盖此组合。请与已存在的 #6600 根 pin 升级协调后重验完整安装和测试；不要用 --no-deps 或分步覆盖绕过。
