[P1] 请与同一环境的 Ark MCP pin 一起升级。现有 .github/workflows/ark-turn.yml:44 一次安装 .[test] 和 packages/loopx-ark-turn；后者第12行仍固定 mcp==1.28.1。同一解释器下的真实解析对照中，base能解析61包，当前头因核心1.30.0/Ark1.28.1精确约束冲突直接失败，测试尚未启动。现有 #6598 提出了 Ark 对应升级但目前仍OPEN，应协调或rebase后验证原联合安装与测试；不要用 --no-deps 或先后覆盖SDK绕过。核心295项MCP测试在两版SDK下均通过，仍不能修复这个安装入口。
