Description
Build the decision portal for docs/adr from site.yml and serve it under adrkit.dev, so the portal has a maintainer-owned reference run (ADR-0014 rung 2).
Depends on the Action (or a direct generatePortal call in the site build) and on the site build itself working; see #224. Decide the path (for example /decisions/) and confirm the bundle works at a project subpath, which hash routes and relative assets are meant to guarantee (ADR-0054 clause 8).
