portal: when the REST server hosts the portal, point the path view at its governing route (ADR-0055 clause 9) #315
ADR-0055 clause 9 says the server-hosted portal's governance-by-path view should say it has no table and point at this server's own governing?path= route. #314 serves the portal with an absent path table, and the page shows the generic no-table text.
The wording lives in the shared portal page (packages/portal/src/page/app.mjs, PATH_TEXT). The page can't tell which host serves it without new data. A minimal option: add an optional, additive pathLookup hint to portal-data.json, for example { "route": "../../api/v1/corpora/<key>/governing" }, that only the server sets. The page shows it as text, never fetched, because ADR-0054 keeps the renderer free of network calls and the CSP strict.
