Summary

• Add the standalone Voice Agent Cost Lab under tools/cost_calculator, with selectable managed/BYOM models, editable call assumptions, prompt sensitivity, component costs, and CSV export.
• Use list prices only: South India Global Azure OpenAI model/GPT Live references and explicitly labeled Central India Voice Live/HD speech references. Exclude Qwen as requested.
• Clearly distinguish AOAI Global model-price + BYO speech reference scenarios from verified managed Voice Live tier prices.
• Add a GitHub Actions workflow that validates pull requests and publishes only the five browser assets to GitHub Pages after changes merge into main; manual deployment is restricted to main.

Deployment

GitHub Pages has been enabled with the GitHub Actions build source. After this PR merges and its deployment succeeds, the public calculator will be available at https://microsoft.github.io/voice-agent/ . No backend, Azure credentials, dependencies, or build step are required.

Validation

• All 21 calculator tests pass.
• JavaScript syntax and whitespace checks pass.
• Browser verification covers Qwen removal, reference/BYOM pricing agreement, GPT Live totals, and initial rendering.
• All five browser assets respond successfully with appropriate content types.

Unrelated local files are excluded.
