Validation-only orchestration evidence. This PR checks out exact immutable candidate 5833e0f from ssss141414/winml-cli and runs quality gates only against that checkout. It must never merge. It does not modify model PR #1336 or its candidate branch. This validation is intended to resolve _meta-112 provenance with candidate-local .venv evidence and exact-head gate logs.
