Go SDK — SEP-2640 Skills support

SEP-2640 is accepted, but the Go SDK does not yet have first-class support for the Skills extension.

Track the work to add SEP-2640 Skills support to the Go SDK, including skills/list, skills/get, and the related extension behaviour.

Describe alternatives you've considered

Using custom handlers directly, but SDK-level support gives users a more consistent and typed API.

Additional context

This is part of the Tier 1 SDK adoption work for SEP-2640.
