update modflow-devtools to pick up concurrent fetch fix - #363

Bump the locked modflow-devtools from 3b34c0c to 18d8f55, which includes MODFLOW-ORG/modflow-devtools#364. That change makes model fetching safe under pytest-xdist by creating file subdirectories with exist_ok=True, avoiding the FileExistsError race in pooch that failed the macOS 3.11 and 3.12 jobs in run 35415202860. Only the devtools pin changes in pixi.lock. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
