What does this PR do?

Complete the zh-Hant interface localization using terminology customary in Taiwan. All 857 interface strings were reviewed, with 601 translations updated. Product names and established abbreviations remain unchanged.

• Add Traditional Chinese permission descriptions and the Finder service menu translation, including their Xcode project resource references.
• Add localization coverage checks for untranslated interface text, auxiliary resources, and resources included in the built app bundle.
• Replace hardcoded English expectations in PerformanceInspectorTests and ProtectionAuditTests with localized expectations so these tests also pass when the app runs in Traditional Chinese.
• Update the Traditional Chinese README with language selection instructions and consistent terminology.

Testing

• Tested on macOS Ventura (13.x)
• Tested on macOS Sonoma (14.x)
• Tested on macOS Sequoia (15.x)
• All 143 app XCTest tests passed with zero failures on macOS 27.0.1, Apple M4 Max (arm64), using Xcode 27.1.
• Release arm64 build succeeded; launched the app and checked the Traditional Chinese dashboard and settings screens.
• Localization key coverage, format specifiers, newline preservation, and auxiliary resource checks passed.
• git diff --check passed.

Runtime testing was performed on macOS 27 only. Ventura, Sonoma, and Sequoia have not been tested; their checkboxes above are intentionally left unchecked.
