fix(mearrow): render public SSR content and guard static notice comments

Summary

• render ranking, hall-of-fame, notice, and embed data in the initial public HTML
• preserve visible content through client refresh
• skip unsupported comments for static event notices while retaining UUID notice comments

Verification

• local lint, unit tests (44 files / 173 tests), deploy-env check, and OpenNext Workers build passed
• Playwright system-browser UI/integration gate passed after the comments guard
• evidence: .playwright-mcp/notice-comments-postfix-final-2026-09-23.md

Production deployment should use the browser-gated Workers workflow after required checks.
