This PR updates the CMSF Internet-Draft to (a) reference newer versions of the MOQ Transport and MSF drafts and (b) update the non-normative catalog JSON examples to use a new initialization-data reference mechanism and add latency/buffering-related fields, addressing Issue #20.

draft-ietf-moq-transport-18anddraft-ietf-moq-msf-01. - Updated content-protection reference to a new MSF section number.
- Adjusted catalog JSON examples:
