通过 NapCat 内置的 fetch_ptt_text 动作获取语音消息的转写文本。 - IQQAPIClient / QQQuery / NapCatBotAPI / MockBotAPI 新增 fetch_ptt_text - 新增响应模型 PttTextResult（对应 data.text） - message_id 统一以字符串传递：NapCat 接受 number|string，但 19 位长 ID 转成 JS number 会丢精度（实测 int 传参返回“消息不存在”） - 同步 bot-api 技能文档与 NQ-03/NQ-04 测试
