Add OpenAI Live Usage view and model limits - #897
Conversation
Typed DTOs and invoke wrappers for the Live Usage window and org limits, plus pure helpers for the Tokens/min grid, the manual limit editor drafts, and the limit line.
Thirty-six keys for the Tokens/min grid, the model limits editor, and the org caps list, translated in every locale with matching placeholders.
Render the last-hour grid in the full card for the OpenAI API only. Pending minutes are outlines and never count as zero or peak; the compact Overview leaves the grid out.
Settings > Providers > OpenAI gets the live-usage switch, the per-model organization limits editor, an on-demand Tokens/min window with per-model rows, and the organization caps list. Org caps stay hidden when a project id is saved.

| - OpenAI API: each Admin refresh also reads the last hour of 1-minute usage from the Admin Usage API (input plus output tokens, cached input included, Batch API traffic kept out of limit headroom) and carries a Tokens/min grid with a reporting frontier, so buckets that arrive late show as pending instead of zero. The backend can also load 15-minute, 1-hour or 6-hour windows, read per-project rate-limit caps, and measure headroom against manual per-model organization limits stored in settings. The per-refresh request can be turned off, and a failure never affects the daily usage. The menu bar token comes in a later release (upstream #4495). | ||
| - OpenAI API: the card shows the last-hour Tokens/min grid (latest, peak, 5-minute average, reporting frontier, and pending minutes drawn as outlines), and Settings > Providers > OpenAI adds a Live Usage section with a refresh switch, a per-model organization limits editor, a 15-minute / 1-hour / 6-hour window with per-model rows, and the organization caps list, which stays hidden when a project id is saved (upstream #4495). |

Remove the superseded OpenAI API release note.
Lines 12–13 say the chart and Settings controls ship now. Line 17 repeats the feature description but says both will ship later. Remove or update the older entry so the Unreleased notes give one accurate status.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Make the model ID error match the inclusive limit. The Rust validator rejects model IDs only above 200 characters. Every listed message says the ID must be shorter than 200, so users receive incorrect guidance for a valid 200-character ID.

Summary
Ports the UI half of upstream OpenAI Live Usage (v0.75.0). The data path landed in #893; this PR wires it into the app.
get_openai_live_usage(window_minutes)(15, 60 or 360 minutes) andget_openai_org_rate_limits. The key resolves the same way refreshes do: the saved key first, then the credential store, then theOPENAI_ADMIN_KEY/OPENAI_ADMIN_API_KEY/OPENAI_API_KEY/OPENAI_PLATFORM_API_KEYenvironment variables. Keys are never logged. The saved OpenAI project scope is applied to usage; rate-limit discovery stays organization-wide, as upstream does.openAiLiveUsageEnabled(default on, matching the per-refresh request from Add OpenAI API live usage and rate-limit data path #893) andopenAiModelRateLimits(per-model tokens/min caps; model IDs are validated and rejected if they contain control characters).Differences from upstream:
