• 知らせが 1 件もないときに Ctrl+N を押しても、何も出なかった。Ctrl+R の「未回答の問い合わせはありません。」と同じ形で「知らせはありません。」（en: "No notices to read."）と出す。
• 回答の入力中や中止の確認中に押しても、その状態は消さない。

確認

• ゴールの先端で manager が確認した（受け入れ条件 4 シナリオ、build / lint / 対象テスト）。
• 80×24 の端末で新しく起動して触った: 知らせが 0 件のとき Ctrl+N で「● 知らせはありません。」が出ること、1 件あるときは今までどおり一覧が開くことを確かめた。
