feat(release): sign each platform tarball under its own domain (P7-PLUG-83) - #414

…act v1.1, P7-PLUG-83) sign.sh takes an optional PLATFORM and signs nself-plugin-bin-v1; the sign job signs the platform tarballs of every signed plugin, only those this run built (platform-built-check.sh); verify-signatures.sh and verify-published-checksums.sh carry platform_signatures; cli tools pin moved to the P7-PLUG-85 merge.

Contract plugins.release-signature v1.1, producer side (closes D-0840 on the producing side). sign.sh PLATFORM, sign job signs platform tarballs this run built, platform_signatures through verify-published-checksums.sh and verify-signatures.sh, rehearsal + interop fixture, cli tools pin moved to P7-PLUG-85 (cli 5b214db6). No key change, no tag, no release.
