docs: move the dev skills to .agents/skills/ - #57

local-verify and agent-eval are contributor tooling, so they belong where a clone actually delivers them. The org convention splits these: .agents/ is the shared source of truth that reaches teammates, while .claude/skills/ holds each person's locally-installed copy and is now gitignored. Both moves are renames, so history follows. The three references (AGENTS.md, integration/agent-eval/README.md, and agent-eval's own cross-reference) are repointed; no reference to .claude/skills remains outside the ignore rule itself. Note for contributors: these are no longer auto-discovered as Claude Code skills from .claude/skills/ -- install them from .agents/skills/ to use them that way.
