docs: fill in the missing PR backreferences for 0.6.0 - #63

The nmilat v0.4.0 bump and the relay-freeze fix it carried both landed without their (#58) reference. Filling them in before the release is cut, since that traceability is gone once the section is frozen.

Pre-release housekeeping for #63.
The
nmilatv0.4.0 bump and the relay-freeze fix it carried (both from #58) landed without their backreference. Every bullet in the 0.6.0 section now carries one, which the release checklist requires before tagging — once the section is frozen that traceability is gone for good.Changelog text only.
