Relabels the top CHANGELOG.md section from Unreleased to 0.3.0, which is all that's needed to cut the release -- the Release workflow (.github/workflows/release.yml) tags and publishes off whatever section is topmost, and there's no version string hardcoded elsewhere to update.
Both ran noticeably longer than every other entry in the Implemented NIPs list. Trimmed to match the list's terse, single-line style.

Relabels CHANGELOG.md's top section from Unreleased to 0.3.0 -- that's all that's needed to cut the release; the Release workflow (.github/workflows/release.yml) tags and publishes off whatever section is topmost, and it's manually triggered (workflow_dispatch), not automatic on merge.
Once this lands on develop it'll also show up in #24 (develop -> main).
