Summary

clear cached GeoIP lookups when the databases are reloaded
ignore single-letter TapMap shortcuts when Ctrl, Cmd, or Alt is held
preserve unmodified shortcuts and Escape behavior

Testing

python -m pytest
python -m ruff check .
manually verified modified and unmodified keyboard shortcuts on Windows
