The subsequent milestone-rules amendment passed DBB and a primary-agent SWE review
without findings. The exact-byte stamp was replaced again; the immutable SWE report
is `temp/reviews/implementation-plan/rounds/round-03.md`. Short title labels such as
`[authentication/1.1]` map to unchanged canonical ledger IDs. Milestone stacks need
current final-head approvals, required checks and aggregate acceptance before an
operator-authorized merge; publication remains gated on all eleven milestones.

The [initial brief](initial-brief.md) and [repair brief](repair-brief.md) preserve
the historical review requests. Their pending-status text and output filenames
describe those past requests; they are not current instructions or readiness.
