Adds the Item attributes extension, for the Energy Efficiency Directive fields added in eForms SDK 1.13.0 (open-contracting/european-union-support#298). OCDS has no fields for an item's yearly energy consumption and savings (BT-813-LotResult, BT-814-LotResult), or a building's total useful floor area (BT-815-LotResult), and this is the only generic extension for item attributes.
Two commits:
./manage.py update, with no other changes. This picks up changes to the extensions since April 2024, like the 'EU-FSR' code incoveredByand the 'largeBids' code instatistic(Add largeBids code to statistic.csv ocds_bid_extension#58).itemAttributestoextension_versions.jsonand the reference page, and run./manage.py update.The 'EU-EED' code for
