Settings modal: Platform Settings — Data Asset Rules, Learning Resources #34869

Summary
Continue moving Settings → Preferences into the AI-mode settings modal (Platform Settings).
Scope
- Data Asset Rules: list, enable/disable and edit rules.
- Learning Resources: list, add, edit and delete resources.
Built only with @openmetadata/ui-core-components (HookForm for forms); no antd and no Less. Legacy behaviour is kept.
Acceptance criteria
- Both legacy pages are reachable from the modal with the same behaviour.
- Unit and Playwright tests for the new pages.
