ci(deps): check dependency sources and pin workflow actions - #1489
Check dependency origins alongside licences and pin external workflow actions so moving tags cannot change the action implementation selected by a workflow.
Reject unknown git and registry sources with the existing cargo-deny installation; include development dependencies in the main and fuzz workspaces and require a revision for any intentionally allowlisted git source.
Reject tracked Cargo source, paths and patch overrides, plus config include directives and symlinked .cargo directories, in root and nested .cargo/config / config.toml files, including case variants on case-insensitive filesystems, with five small regression tests.
Pin all 118 external action references to full commit SHAs, preserving version comments, existing pins and Dependabot updates. The existing Licences check name stays unchanged.
Testing
cargo deny --locked check licenses sources and cargo deny --manifest-path fuzz/Cargo.toml --locked check licenses sources: passed, including development dependencies.
python3 .github/scripts/check-cargo-sources.py: passed on the repository configuration.
actionlint v1.7.12: passed with shellcheck and pyflakes disabled.
cargo xtask ci and pre-commit run --all-files: passed.
cargo build --locked --target wasm32-unknown-unknown -p rustgis-web: passed after integration with current main.
Guarded commit and push: passed.
Action SHAs were resolved from the corresponding action repositories. This pins action implementations; the existing Rust toolchain channels and tools downloaded by those actions retain their existing update behaviour. The source-configuration check covers tracked repository files, not user-level Cargo mirrors. The source policy also applies to the fuzz workspace, which retains its additional NCSA licence allowance for libFuzzer.
UI evidence
No visible UI change.
Related issue
No existing issue. Self-contained CI hardening; no dependencies added.
Summary by CodeRabbit
Chores
Build, test, documentation, and release workflows now use fixed versions of their automation tools.
Dependency checks cover development dependencies and enforce registry and source rules.
Checks flag invalid Cargo configuration and disallowed dependency source overrides.
Documentation
Updated contribution guidance with dependency and Cargo configuration requirements.
Tests
Added regression tests for Cargo configuration validation, including accepted aliases and rejected overrides.
This pull request adds Cargo dependency-source policies and a checker for tracked repository Cargo configuration. It runs the checks in CI, includes development dependencies in cargo-deny checks, and replaces workflow action tags with commit-pinned references.
Both cargo-deny configurations now include development dependencies and restrict dependency sources. The contributor guidance documents these policies, repository Cargo configuration checks, and workflow action pinning.
The checker examines tracked .cargo/config and .cargo/config.toml files case-insensitively. It reports invalid TOML and truthy source, paths, patch, or include settings. Tests cover accepted aliases and rejected settings, including symlinked directories and non-UTF-8 paths.
Run source checks in CI .github/workflows/ci.yml, .github/workflows/fuzz.yml
The CI licences job runs the script tests and checker, then checks dependency licenses and sources. The fuzz workflow adds source checking to its cargo-deny command.
Pin workflow actions .github/workflows/*
Workflow action references across CI, builds, tests, documentation, publishing, and maintenance now use commit SHAs instead of version tags. Existing workflow settings and behavior remain unchanged.

Bug (confidence: medium, about 70%; I could not run this offline):dtolnay/rust-toolchain takes its toolchain channel from the git ref it is called with. @stable and @nightly name the channel, but @b725eda… names a commit, so the action may fail to find a toolchain or install the wrong one. The PR's claim that the channels "retain their existing update behaviour" is not established by the diff. Please check the action's action.yml and add an explicit input to each pinned call, for example:
The same applies to the 19 dtolnay/rust-toolchain pins across the workflows (including the nightly pin in fuzz.yml), and the components/targets keyed steps need the toolchain: line merged into their existing with: block.
The reason will be displayed to describe this comment to others. Learn more.
The pinned action definitions set the toolchain input default explicitly: stable at b725eda and nightly at 2c76c03. These generated channel-specific definitions retain their channel when pinned. The lint, licence and wasm jobs also passed on the initial head 68f4ffc with the stable pin, so an additional input is unnecessary.
Two findings were verified against the repo; the rest are notes.
Bugs
dtolnay/rust-toolchain pinned to commit SHAs (medium, about 70%; inline comment posted on ci.yml:28). The action takes its channel from the git ref. With @b725eda…, the ref names a commit rather than stable, so the step may fail or install the wrong toolchain. The PR's claim that channels "retain their existing update behaviour" isn't established. Fix: add with: toolchain: stable (and nightly for fuzz.yml). This affects 19 call sites. I could not verify this offline.
Action SHAs unverified (not a finding). I could not check the 118 SHAs against their action repositories without network access. Spot-check a few, such as actions/checkout v7 and Swatinem/rust-cache v2, before merging.
Quality
fuzz/deny.toml out of step with root deny.toml (high on the fact, medium on impact). Its header says to keep it in step with ../deny.toml. This PR flips exclude-dev to false and adds [sources] at the root only, so the fuzz licence check and the source rules now diverge. This file is not in the diff, so I could not post it inline. Mirror the change, or state in the PR why the fuzz crate is exempt.
Missing-file message (low).check-cargo-sources.py reports a tracked config that is missing from the working tree as "cannot read valid TOML". Reporting it as "cannot read" would be clearer. This is a quality-pass item.
AGENTS.md
No violations found. The check and tests cover both lossy and clean inputs, and the change touches no Rust code, so the unwrap, wasm and layering rules don't apply. Dependabot's github-actions ecosystem is configured, so the docs' claim that it keeps the pins current holds.
Checked and found fine
No remaining unpinned uses: lines and no ./ or docker:// refs outside the existing local reusable-workflow calls.
.cargo/config.toml passes the new source check: it has only [alias], [env] and [target] entries.
The Python tests cover accepted build options, rejected source and paths in both file formats, and invalid TOML.
deny.toml's [sources] keys and the crates.io index URL match cargo-deny's documented forms.
Already raised earlier: none. prior-reviews.json has no threads, so nothing was left out.

GitHub Pages takes a minute or two to publish a new commit. Newer commits from the fork aren't published until a maintainer adds the preview label (once per commit).
The toolchain-channel concern is answered inline with the pinned action definitions. The 22 distinct mutable action references were resolved through each action repository's commit API; the checkout and cache pins also match the existing pins in claude-autofix.yml.
The config check also rejects patch and include redirects in 2c41caac. The expanded checker tests, full native CI and hooks passed.
The new source policy covers the main Cargo workspace. Aligning the separate fuzz workspace's policy and refining the unreadable-file diagnostic are left for the release quality pass.
The reason will be displayed to describe this comment to others. Learn more.
Source policy doesn't cover the fuzz workspace (confidence: high, about 85%).fuzz/ is a separate Cargo workspace with its own Cargo.lock, and fuzz/deny.toml says to "keep the rest in step with ../deny.toml". This change adds [sources] only to the root file, and fuzz.yml:48 still runs cargo deny --manifest-path fuzz/Cargo.toml --locked check licenses. A git or unknown-registry dependency added to fuzz/Cargo.toml would pass CI. The fuzz crate is not shipped, so the impact is limited to CI tooling, but the PR's stated rule ("reject unknown git and registry sources") is not enforced there.
Suggested fix: copy the same [sources] block into fuzz/deny.toml, and change the fuzz step to check licenses sources. Both files are outside this diff, so I have not posted a suggestion block here.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in a35ed51: the fuzz workspace now carries the same source policy, includes development dependencies, and runs check licenses sources. Its stale lockfile was refreshed for existing path dependencies; the 12 newly recorded packages match the root lockfile versions. cargo deny --manifest-path fuzz/Cargo.toml --locked check licenses sources passes.
The reason will be displayed to describe this comment to others. Learn more.
Case-sensitive path match can be bypassed on macOS and Windows (confidence: medium, about 55%). The check runs only on Linux CI. On case-insensitive filesystems, Cargo reads .Cargo/Config.toml as .cargo/config.toml, but path.parent.name != ".cargo" and the {"config", "config.toml"} set both compare case-sensitively, so a tracked .Cargo/Config.toml with [source] or paths would pass this check. The nightly and release builds run on macOS and Windows, so an override committed this way would reach them.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in a35ed51: match both the config directory and filename case-insensitively. The regression covers mixed-case root and nested configs, both accepted build options and rejected source/path/patch/include overrides. All three checker test methods pass.
The new [sources] policy does not cover the fuzz workspace. fuzz/ is a separate workspace, and fuzz/deny.toml still has no [sources] block. fuzz.yml:48 runs only check licenses, so a git or unknown-registry dependency in fuzz/Cargo.toml would pass CI. The fuzz crate is not shipped, so the impact is limited to CI tooling. Confidence: high (~85%). Posted inline on deny.toml:35.
The config check compares .cargo and config/config.toml case-sensitively. A tracked .Cargo/Config.toml with [source] or paths is read by Cargo on macOS and Windows but skipped by the Linux-only check. Confidence: medium (~55%). Posted inline on .github/scripts/check-cargo-sources.py:16, with a suggestion block.
Security
No new issues found. All 118 uses: references are now full SHAs (I confirmed no unpinned refs remain). I could not verify that the SHAs match their version comments, since I have no network access.
Performance
Nothing to raise.
Quality (nits, not inline)
The job name "Licences" now also covers sources. The PR kept the name on purpose, so this is a naming point only.
The [replace] table in Cargo.toml is not checked, because the script only inspects config files. The repo has no [replace] today. Confidence: low (~30%).
The Python tests cover both config formats and the include and TOML-error cases. They do not cover case variants, which the inline comment above would need.
AGENTS.md
Test-both-ways and never-silent rules are met: the checker reports each problem by name, and clean input gives no notice. The fuzz gap above is the one place the repo's own "keep in step" rule is not followed.
Already raised, left alone: 1 concern. The existing thread on dtolnay/rust-toolchain SHA pins (ci.yml:28) still applies to the same lines. Its author is github-actions (association CONTRIBUTOR), so it is not an answer, and I did not repost it.

The table below lists the 20 largest changes from largest_changes. downloads-mirror.yml and release-dry-run.yml are changed but are not in that list, so they are not shown.
The case-sensitive config check and fuzz source-policy coverage are fixed in a35ed51. Both workspaces pass the licence/source checks; the checker regression, full native CI and pre-commit checks pass. The required Licences name stays unchanged. The additional manifest [replace] lint suggestion is left for the release quality pass.
The reason will be displayed to describe this comment to others. Learn more.
Symlinked .cargo directory bypasses the check (confidence: medium-high, about 75%; I could not run this offline).
git ls-files lists a tracked symlink by its own path and does not list the files behind it. Take a tracked symlink .cargo -> ci/cargo and a tracked ci/cargo/config.toml containing [source.crates-io] replace-with = "mirror":
.cargo is listed, but it is a symlink, so it is not a config path and nothing is reported.
ci/cargo/config.toml is listed, but its parent is cargo, not .cargo, so the filter on line 22 skips it.
Cargo follows the symlink and reads .cargo/config.toml, so the source replacement applies. cargo deny sources still passes, because Cargo.lock keeps the crates.io source URL when a replacement is in use.
So the docs' statement that these checks "cannot be bypassed" is too strong. A small fix is to reject any tracked symlink named .cargo. With no such symlink, every .cargo component is a real directory, and the existing filter sees every config file Cargo can read:
errors.append(f"{name}: symlinked Cargo config directories are not allowed")
continue
Please add a regression test next to test_invalid_toml_is_rejected. It should track a .cargo symlink to a directory holding a [source] config and expect one error for the symlink path. Tests need git to track symlinks, so check_config may need a variant that creates the link.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 17ef3ef: tracked symlinked .cargo directories are rejected, including nested and mixed-case names. The root and nested symlink regressions pass.
None confirmed. The unpinned-uses: check finds no @v…, @stable or other non-SHA refs left in .github/.
Security
Symlinked .cargo directory bypasses check-cargo-sources.py (medium-high, about 75%, not run). A tracked .cargo symlink to ci/cargo with a [source] config inside it is not flagged, because the filter matches only the parent name .cargo. Cargo still reads the config through the link. Posted inline with a suggestion and a regression test idea. The docs' "cannot be bypassed" wording is too strong until this is fixed.
Scope gap, low confidence: the check covers only source, path, patch and include. build.rustc-wrapper and target.*.runner in tracked config still run code during CI. PRs can already run build.rs, so the impact is small.
Performance
None found.
Quality
fuzz/Cargo.lock has a 136-line change that the PR body does not mention. It adds ureq, rustls-native-certs and their dependencies, which match crates/data/Cargo.toml. It looks like a sync of a stale lock, which --locked requires. Worth one sentence in the PR body.
docs/contributing.md: one paragraph has an overlong line, and the wrapping is uneven. Nit, for the release quality pass.
AGENTS.md
The pinned actions and [sources] policy follow the repository's rules. The Licences job keeps its name. No new Cargo dependencies are added to the workspace.
Prior threads
Left alone, 3 concerns:
The dtolnay/rust-toolchain pins: the PR author answered with the action's action.yml defaults. I found no evidence against the answer.
The fuzz [sources] gap: the current diff adds [sources] to fuzz/deny.toml and switches fuzz.yml to check licenses sources.
The case-sensitive .Cargo match: the code now uses .lower().

The symlink bypass is fixed in 17ef3ef, with a regression. Main was integrated using its updated fuzz lockfile, so the final PR has no lockfile delta against main; the description is updated. Licence/source checks, native CI, wasm and hooks pass. Build wrappers and runners are reviewed executable build configuration rather than dependency-origin overrides. The paragraph-wrapping nit is left for the release quality pass.
The filename-decoding finding is fixed and answered inline. Both changed non-test helpers are documented. Additional docstrings for behavior-named test entrypoints are left for the release quality pass.
The reason will be displayed to describe this comment to others. Learn more.
Nit: this line is about 113 columns, while the surrounding paragraph wraps near 100. It reads as a line-wrap slip rather than a content issue. Quality point, left for the release quality pass.
The reason will be displayed to describe this comment to others. Learn more.
The paragraph wrapping and configuration-header wording are left for the release quality pass. Keeping this check in CI matches the existing licence gate. The current checkout steps do not initialize submodules; the hypothetical submodule configuration is not an active CI bypass.
I found no bugs or security problems in the changed lines. The source checker, its tests, the deny.toml source policy and the action pins all hold up on reading. The remaining points are nits.
Bugs: none found. I checked the checker's symlink, case-variant, non-UTF-8, invalid-TOML and include handling against its tests, and they match. The dtolnay/rust-toolchain pins are covered by the author's reply in the existing thread.
Security: none new. Every uses: in .github/workflows is pinned to a 40-character SHA (118 occurrences, matching the PR). I could not verify the SHAs offline. CI resolving them on the PR head is the practical check. One low-impact gap: git ls-files lists a submodule at a .cargo path without reading its contents, so a config inside it would not be checked. No workflow checks out submodules, so CI is not exposed (confidence: low, about 30%).
Performance: none.
Quality:
docs/contributing.md:44 has a line of about 113 columns, against roughly 100 elsewhere. Posted inline as a nit, deferred to the release quality pass.
deny.toml lines 1–2 still say CI runs cargo deny check licenses, not licenses sources. This line is not in the diff, so the inline comment could not anchor. Nit, not posted.
fuzz/deny.toml line 1 is also over 100 columns. Nit.
The new checker runs only in the Licences job. Neither cargo xtask ci nor pre-commit runs it, so local runs will not catch these failures. This matches how the existing licence check already works, so it is a note rather than a defect.
AGENTS.md:AGENTS.md (not changed by this PR) still says CI runs cargo deny check licenses. The PR's docs changes are otherwise consistent with it. Nothing else found.
Earlier concerns left alone: 5 threads already on this PR.
The dtolnay/rust-toolchain channel concern is answered by the author, with action.yml references.
The fuzz-workspace source policy was fixed in a35ed51 and is in the head.
The case-sensitive path match was fixed and is in the head.
The non-UTF-8 filename concern is fixed by os.fsdecode, with a test.
The symlinked .cargo thread is still unresolved, but the head rejects a .cargo symlink (check-cargo-sources.py lines 23–24) and tests it, so it looks addressed. Worth resolving.

The fixtures contain only ASCII text, so the locale encoding does not change their contents. Explicit fixture encoding and additional docstrings for behavior-named test entrypoints are left for the release quality pass. Both changed non-test helpers already have docstrings.
All current-head checks pass on 17ef3ef073b5bb3c6c821baa15490aaa539910ab. The decoding fix and regressions are confirmed addressed; remaining quality points are recorded for the release quality pass.
@Mavrick-F Thanks for confirming the checks and fixes. The approval workflow will check eligibility and review readiness.

Learning: Within repository "opengeos/RustGIS": When reviewing pull requests in opengeos/RustGIS, treat automated review findings as advisory rather than mandatory merge requirements. Prioritize real bugs. If a contributor gives a reasoned explanation for declining a minor or low-value suggestion, acknowledge that decision without insisting on the change. Leave merge requirements to the maintainers.

Summary
Check dependency origins alongside licences and pin external workflow actions so moving tags cannot change the action implementation selected by a workflow.
