Cross-reference parsing #238

We have so far maintained the ability to edit the docs in the GitHub UI. This means if we put in internal links, it would be a good idea for them to work in the source content tree, pointing to other Markdown files.To get them to work for the HTML, it may be possible to modify the parsing of anchor tags and modify the links to work in the output HTML files.
