Enforce the INR-only limit in the gateway.

The gateway does not check the shop currency. WooCommerce uses its default availability check, so the Kaasu method appears for shops in any currency. process_payment() sends only the numeric total as amount_paise. The Kaasu server fixes the order currency to INR, so a non-INR shop's total is recorded and shown to the shopper as rupees. The shopper can pay the wrong amount. The docs state that only INR shops are supported, but nothing in the code enforces it.
