GCP-1292: add --enable-gmp-monitoring plumbing and API-only GMP types - #10041
Lays the foundation (GCP-1292) for emitting Google Managed Prometheus (monitoring.googleapis.com) monitors instead of the default monitoring.coreos.com ones, selected with an explicit --enable-gmp-monitoring flag. Existing CoreOS and RHOBS behavior is unchanged.
This is API, validation, and propagation only — no GMP resources are reconciled yet. Runtime reconciliation, RBAC/NetworkPolicy, scraping, and cutover are tracked separately (GCP-1293/1294/1295).
Changes
Flag plumbing — --enable-gmp-monitoring flows hypershift install → HyperShift operator Deployment args → HostedClusterReconciler → CPO Deployment args → CPO startup → HostedControlPlaneReconciler → ControlPlaneContext → WorkloadContext. The arg is only rendered when enabled, so default and RHOBS renders are byte-identical.
CPO compatibility gate — the HyperShift operator only enables GMP (and passes the flag to the CPO) when the CPO image carries the io.openshift.hypershift.control-plane-operator-supports-gmp-monitoring label; older CPO images reject unknown flags. Otherwise it logs and falls back to monitoring.coreos.com. The label itself is added to CPO images in GCP-1293, so this PR is inert end-to-end with stock images.
Validation — metrics.ValidateGMPMonitoring rejects GMP combined with RHOBS at install time (flag or RHOBS_MONITORING=1 via --additional-operator-env-vars), at HyperShift operator startup, and at CPO startup.
support/gmpmonitoring — maintained API-only extraction of PodMonitoring and Rules (+lists) from GoogleCloudPlatform/prometheus-engine v0.17.2, via hack/gmp-api-gen + hack/update-gmp-api.sh, with generated deepcopies, pinned CRD schema fixtures, and upstream provenance checksums. No prometheus-engine module dependency is added. The generator rejects Go directives in copied source, downloads are always verified against sum.golang.org, and an offline unit test fails if upstream.sha256 drifts from the pin.
support/api — additive, unconditional GMP scheme registration in both Scheme and AllMonitoringScheme; registration starts no clients or watches.
Renovate — automated updates for hack/gmp-api-source/go.mod are disabled; bumps are deliberate via make gmp-sync and should track the GMP version deployed by GKE.
OWNERS / docs — routes the new GMP paths to gcp-reviewers; DEVELOPMENT.md and the package README document the maintenance workflow and make gmp-sync targets.

Walkthrough
The change adds a pinned GMP monitoring API snapshot, scheme registration, and tools to generate, synchronize, and verify the snapshot. It adds an --enable-gmp-monitoring option and rejects configurations that enable GMP and RHOBS monitoring together. The option flows through installation and HostedCluster reconciliation to the Control Plane Operator deployment. HostedCluster reconciliation enables GMP monitoring only when the option is enabled and the CPO image has the GMP-support label.

Full details: Stable And Deterministic Test Names
Explanation
PASS: The pull request adds no Ginkgo tests or Ginkgo title calls. Changed test files use standard Go tests and static table-case names. No dynamic values, legacy metadata tokens, or Ginkgo test titles were introduced.
Full details: Test Structure And Quality
Explanation
The pull request adds standard Go Test... functions only. The changed test files contain no Ginkgo imports, It blocks, lifecycle hooks, or Eventually/Consistently calls. Therefore the Ginkgo-specific quality requirements, including ote.Informing(), do not apply.
Full details: Topology-Aware Scheduling Compatibility
Explanation
PASS — The pull request adds a monitoring flag, propagates it through operator contexts, and registers GMP API types. The deployment diff only appends --enable-gmp-monitoring to container arguments. It does not add or modify anti-affinity, topology spread constraints, replica derivation, node selectors or affinity, tolerations, taints, or PodDisruptionBudgets. No topology-dependent scheduling constraint is introduced.
Full details: Ipv6 And Disconnected Network Test Compatibility
Explanation
PASS: The pull request adds no Ginkgo e2e tests. Changed test files use standard Go test functions; searches found no Ginkgo imports or It, Describe, Context, When, DescribeTable, or Entry declarations. No IPv4-only or external-connectivity test condition applies.
Full details: No-Weak-Crypto
Explanation
No explicitly prohibited weak crypto was introduced. The only new cryptographic primitive is crypto/sha256 in hack/gmp-api-gen/provenance.go, used for provenance file checksums. The added equality checks compare monitoring flags, environment values, metadata, and file contents; none compare secrets or tokens. No MD5, SHA-1, DES, 3DES, RC4, Blowfish, ECB, custom crypto, or non-constant-time secret comparison appears in the PR changes.
Full details: Container-Privileges
Explanation
No explicit container privilege condition is introduced. The changed deployment code only conditionally appends --enable-gmp-monitoring; added and modified lines contain no privileged, host namespace, SYS_ADMIN, allowPrivilegeEscalation, root-user, or capability settings. The changed YAML files are GMP CRD test fixtures, not pod or container manifests.
Full details: No-Sensitive-Data-In-Logs
Explanation
No changed logging path exposes sensitive data. The new CPO startup log records only the boolean gmpMonitoring value (control-plane-operator/main.go:527-531). The new HyperShift log is a fixed compatibility message and includes no image, label, hostname, credential, or customer value (hypershift-operator/controllers/hostedcluster/hostedcluster_controller.go:5908-5911). Generator and sync-script diagnostics print fixed status/errors and provenance checksums, not passwords, tokens, API keys, PII, session IDs, internal hostnames, or customer data. Existing logs that include images or resource names were not changed by this pull request.

feat(monitoring): add MONITORING_API_GROUP plumbing and API-only GMP types
GCP-1292: add MONITORING_API_GROUP plumbing and API-only GMP types
Oct 20, 2026
@acwalczyk: This pull request references GCP-1292 which is a valid jira issue.
Warning: The referenced jira issue has an invalid target version for the target branch this PR targets: expected the sub-task to target the "5.1.0" version, but no target version was set.
Lays the foundation (GCP-1292) for selecting which monitoring API group HyperShift emits monitors for. The selection defaults to monitoring.coreos.com and adds monitoring.googleapis.com (GMP) as an option, while preserving existing CoreOS and RHOBS behavior.
This is API, validation, and propagation only — no GMP resources are reconciled yet. Runtime reconciliation, RBAC/NetworkPolicy, scraping, and cutover are tracked separately (GCP-1293/1294/1295).
Changes
support/metrics — MonitoringAPIGroup type plus ParseMonitoringAPIGroup / MonitoringAPIGroupFromEnv, defaulting an empty value to CoreOS and rejecting unsupported values and the GMP+RHOBS conflict (with or without the flag).
Propagation — threads the selection from install Options → HyperShift operator Deployment env → CPO startup → HostedControlPlaneReconciler → ControlPlaneContext → WorkloadContext. Unset/explicit-CoreOS values are omitted on both Deployment hops so default and RHOBS renders stay byte-identical.
support/gmpmonitoring — maintained API-only extraction of PodMonitoring and Rules (+lists) from GoogleCloudPlatform/prometheus-engine v0.17.2, via hack/gmp-api-gen + hack/update-gmp-api.sh, with generated deepcopies, pinned CRD schema fixtures, and upstream provenance checksums. No prometheus-engine module dependency is added.
support/api — additive, unconditional GMP scheme registration in both Scheme and AllMonitoringScheme; registration starts no clients or watches.
OWNERS / docs — routes the new GMP paths to gcp-reviewers; DEVELOPMENT.md and the package README document the maintenance workflow and make gmp-sync targets.
Interface
Selection is via the MONITORING_API_GROUP env var on the hypershift install invocation (no new CLI flag or HostedCluster API field, by design per GCP-1227).
Testing
Locally: gofmt, go vet, staticcheck, golangci-lint (0 issues), codespell, and unit tests (with -race) across all touched packages pass. Scheme registration is verified in fresh subprocesses; emitted examples are validated against the pinned upstream CRD OpenAPI schema with negative controls; deepcopy regeneration is reproducible.

Because we will use the explicit google types, I would expect that we don't need the env var hack we used for rhobs. It should be a simple boolean, do we use prom types or the google types, and simply generate the appropriate resources in the cpo.
The reason will be displayed to describe this comment to others. Learn more.
The only reason we use an env var for rhobs is because we init the schema before running this code so our hack can work.
In the case of the gcp types, we are using regular old types, so I don't see the need to rely on an env var. If we pass the flag on install, we can just honor it.
The reason will be displayed to describe this comment to others. Learn more.
Yes that was the hope but we investigated vendoring GoogleCloudPlatform/prometheus-engine during the design phase and found it's not viable. There were a variety of issues; for example, the API package transitively pulled in Google's Prometheus fork, which is pinned to client-go v0.30 and HyperShift uses v0.37
We proposed the following 2 options
API-only copy (proposed in design doc & tested) — pinned upstream rev, checksums, reproducible extraction, we own maintenance
Unstructured (Not tested yet) — build GMP resources as unstructured.Unstructured, no dependency at all, but loses type safety and schema validation
I thought we agreed on option 1 as long as we had a easy way to update the API-only copy which was the goal of hack/gmp-api-gen/main.go
Because we will use the explicit google types, I would expect that we don't need the env var hack we used for rhobs. It should be a simple boolean, do we use prom types or the google types, and simply generate the appropriate resources in the cpo.
This makes sense thank you @csrwng, I will switch to a boolean flag.

Provide a pinned extractor, provenance, upstream schema fixtures, generated
deepcopies, and reproducible sync and verification commands. Document the
maintenance workflow and route the new paths to GCP reviewers.

Select GMP monitoring with an explicit --enable-gmp-monitoring flag on the installer, HyperShift operator and
control plane operator instead of the MONITORING_API_GROUP environment variable.
The HyperShift operator only enables GMP for a hosted control plane, and passes the flag to the CPO, when the
CPO image declares the io.openshift.hypershift.control-plane-operator-supports-gmp-monitoring label, since
older CPO images reject unknown flags. Default and RHOBS renders are unchanged.
Reject GMP combined with RHOBS at install time (including RHOBS set via additional operator env vars), at
HyperShift operator startup and at CPO startup.
Harden GMP API snapshot generation: reject Go directives such as go:generate or build constraints in copied
upstream source, always verify the pinned download against sum.golang.org regardless of GOPRIVATE/GONOSUMDB
settings, add an offline unit test that fails when upstream.sha256 drifts from the hack/gmp-api-source pin,
and disable Renovate updates for that pin so version bumps stay deliberate via make gmp-sync.

TestWriteProvenance's two t.Run bodies pushed its cyclomatic complexity
to 36, over the gocyclo limit of 30, because golangci-lint folds nested
closures into the enclosing named function. Extract each t.Run body
into its own named function (testWriteProvenanceCase,
testWriteProvenancePinnedSnapshot) with no change in behavior, table
entries, or subtest names.
Also regenerate skills/restructure-commits/ownership.json via
`make ownership-rules`: rebasing onto main picked up the
restructure-commits tooling, and the new support/gmpmonitoring
generated-file markers need rules so `make verify-git-clean` passes.
