CNTRLPLANE-4577: CPO passthrough of serviceAnnotations and loadBalancerClass to KAS Service - #10133
The API fields (loadBalancerClass, serviceAnnotations on LoadBalancerPublishingStrategy) are already merged in #9913, gated behind the DeterministicLBIP feature gate. This PR is the plumbing that makes CPO actually honor them, plus version-skew protection for older CPO images.
Commit 1 — CPO passthrough
Apply serviceAnnotations per-key before CPO's own annotations in both ReconcileService (public) and ReconcilePrivateService (private), so CPO-managed keys (NLB type, cross-zone LB, external-dns) win on collision via last-write-wins.
Set loadBalancerClass only on Service create (ResourceVersion == ""), since Kubernetes makes the field immutable.
Annotations never present in spec.services are left untouched (no cleanup/tracker); spec.services is immutable via CEL, so a value can never be removed from serviceAnnotations anyway.
ReconcilePrivateService looks up the APIServer strategy from hcp.Spec.Services via netutil.ServicePublishingStrategyByTypeForHCP, avoiding a signature change.
Commit 2 — Version-skew detection
New CPO image label io.openshift.hypershift.control-plane-operator-supports-deterministic-lb in Dockerfile.control-plane, Containerfile.control-plane, and Containerfile.operator.
In both the primary and legacy reconcile paths, if the HC specifies deterministic LB fields but the CPO image lacks the label, ValidConfiguration is set to False with a message to upgrade the release image.
hcUsesLBIPFields helper + table-driven tests.
No CPO-level feature gate check is needed: the fields only exist in the TechPreviewNoUpgrade/CustomNoUpgrade CRDs, so the API server prunes them for the Default feature set.
Commit 3 — scope to LoadBalancer Services
spec.loadBalancerClass is only valid on type: LoadBalancer. ReconcileService also runs for private-only clusters and falls back to ClusterIP, so the fields are now applied only when the resulting Service is a LoadBalancer.
In PublicAndPrivate clusters both KAS Services exist; applying the same serviceAnnotations map to both requests the same fixed IP twice, so the deterministic configuration belongs to the public Service when a public endpoint exists and to the private one otherwise.
Capability label added to ./Dockerfile and Dockerfile.dev as well.
Commit 4 — DeterministicLBIPSupported condition
The skew is now reported as its own non-blocking condition instead of ValidConfiguration=False (which was never persisted and could not clear itself).
True when the CPO image advertises the label or the HC does not use the fields; False with UnsupportedControlPlaneOperator otherwise. The reconcile continues with the fields ignored, so the condition clears after an image upgrade.
Persisted with Status().Update rather than statuspatching.PatchStatusCondition, which re-fetches the HostedCluster and would drop the in-memory KMS role ARN resolved earlier in the reconcile.
Test plan
go test ./control-plane-operator/controllers/hostedcontrolplane/kas/ -run 'TestReconcileService|TestReconcilePrivateService' — 13 table-driven cases pass
go test ./hypershift-operator/controllers/hostedcluster/ -run TestHcUsesLBIPFields — 5 cases pass
make verify passes (lint, gitlint, cpo-container-sync, CRD schema, api-deps)
Configured load-balancer annotations are applied to applicable API server services, with operator-managed values taking precedence when keys conflict. Route-based services are unaffected.
The configured load-balancer class is set when a service is created or transitions to load-balancer type. Existing load-balancer services are not updated with the class.
Hosted cluster status indicates whether the control-plane operator supports deterministic load-balancer configuration.
Bug Fixes
Hosted clusters using load-balancer annotations or classes are marked as unsupported when their control-plane operator lacks support; reconciliation continues.
…ns and loadBalancerClass to KAS Service
Wire the LoadBalancerPublishingStrategy.serviceAnnotations and
loadBalancerClass fields (merged in PR openshift#9913, gated behind
DeterministicLBIP FG) through CPO into the public and private KAS
Service objects.
- Apply user-provided annotations per-key before CPO's own annotations
so CPO-managed keys (NLB type, cross-zone, external-dns) always win
on collision via last-write-wins.
- Set loadBalancerClass only on Service create (ResourceVersion=="")
because Kubernetes makes this field immutable after creation.
- ReconcilePrivateService looks up the APIServer strategy from
hcp.Spec.Services via netutil.ServicePublishingStrategyByTypeForHCP
to avoid changing the function signature.

…for deterministic LB fields
Add a CPO image label and a hypershift-operator check so that when a
HostedCluster specifies serviceAnnotations or loadBalancerClass but the
CPO image does not support them, ValidConfiguration is set to False with
a clear message to upgrade the release image.
- Add io.openshift.hypershift.control-plane-operator-supports-deterministic-lb
to Dockerfile.control-plane, Containerfile.control-plane, and
Containerfile.operator.
- Check the label after extracting CPO image labels in both the primary
and legacy reconcile paths.
- Add the hcUsesLBIPFields helper with table-driven tests.

KAS Service reconciliation applies configured load-balancer annotations and class to applicable Services. Operator images declare deterministic load-balancer support through an image label. HostedCluster reconciliation uses that label and configured load-balancer fields to set a support condition. When the configured fields are used without image support, the condition reports the unsupported operator.

Full details: Stable And Deterministic Test Names
Explanation
The pull request adds only static Go subtest names. The names contain no pod names, timestamps, UUIDs, node or namespace names, IP addresses, generated identifiers, or legacy metadata tokens. The names describe stable behavior and use t.Run with fixed string literals; dynamic values appear only in assertion messages or test data.

Explanation
No weak-crypto issue is introduced. The pull request changes Service annotation/load-balancer handling, image labels, and status conditions. Added code contains no MD5, SHA-1, DES, 3DES, RC4, Blowfish, ECB, custom crypto, or secret/token comparisons. The only crypto-related imports found are pre-existing unchanged imports.
Full details: Container-Privileges
Explanation
PASS. The pull request adds only deterministic load-balancer image labels in its Dockerfiles and service-reconciliation logic. The reviewed additions contain no privileged, hostPID, hostNetwork, hostIPC, SYS_ADMIN, allowPrivilegeEscalation, securityContext, or USER/root declarations. It does not introduce a container-privilege failure.
Full details: No-Sensitive-Data-In-Logs
Explanation
The PR adds no logging calls or log fields. The changed code copies service annotations into Kubernetes Services and writes a fixed HostedCluster condition message; it does not log annotation values, credentials, tokens, hostnames, or customer data. The added update errors contain only a fixed condition name plus the wrapped API error, and no changed code emits them directly to logs.
Full details: Test Structure And Quality
Explanation
The prior assertion-message failure remains unresolved. The new table tests use Gomega assertions without diagnostic messages at service_test.go:766 and :886, hostedcluster_controller_test.go:9850, and :9930-9933. These tests use testing.T subtests, not Ginkgo It blocks. They do not create cluster resources or perform waits, so cleanup, timeout, and informing checks do not apply.
Resolution
Add meaningful, scenario-specific messages to every new assertion that can fail. At minimum, annotate both reconciliation error assertions with the operation and test-case name, and annotate helper and condition assertions with the expected field and scenario.

Persist and block on the version-skew condition before continuing reconciliation.
The version-skew check runs after the validation gate. It only changes the in-memory condition and does not record a critical failure. CoreHCPChain therefore still runs, and later executeOrBlock operations are not blocked. The enclosing reconcile returns through report.aggregate() without a general status update after this condition is set, so the condition is not reliably persisted.
Move the check before the status update and validation gate, or persist the condition immediately and return the same configuration error used by the gate. The check must prevent CoreHCPChain and downstream deployment operations from running.

Move the version-skew check before status persistence and the validation gate.
The condition is set after both of these steps:
Status().Update at line 965 persists status.
The "Block here if the cluster configuration does not pass validation" gate at lines 1016-1021 runs.
Effects of the current placement:
The False condition is not persisted by this reconcile. Only incidental later status updates can persist it, such as the PlatformCredentialsFound update.
The condition does not block reconciliation, so the unsupported CPO is still deployed.
The next reconcile resets the condition to True at lines 699-714.
The user therefore gets no reliable signal, and the fields are silently ignored.
controlPlaneOperatorImageLabels is already available at line 353. Place the check directly after the "Set ValidConfiguration condition" block at line 714, before the status update. Combine it with the validateConfigAndClusterCapabilities result so the later gate returns the error.
Proposed fix
if err := r.validateConfigAndClusterCapabilities(ctx, hcluster); err != nil {
condition.Status = metav1.ConditionFalse
condition.Message = err.Error()
condition.Reason = hyperv1.InvalidConfigurationReason
+ } else if _, ok := controlPlaneOperatorImageLabels[controlPlaneOperatorSupportsDeterministicLBLabel]; !ok && controlPlaneOperatorImageLabels != nil && hcUsesLBIPFields(hcluster) {+ condition.Status = metav1.ConditionFalse+ condition.Message = "HostedCluster specifies serviceAnnotations or loadBalancerClass but the control plane operator image does not support deterministic LB IP management; upgrade the HostedCluster release image"+ condition.Reason = hyperv1.InvalidConfigurationReason
} else {
Then remove the block at lines 1061-1073.

… fields to LoadBalancer Services
spec.loadBalancerClass is only valid when a Service has type LoadBalancer.
ReconcileService runs for private-only clusters too and falls back to
ClusterIP there, so setting the class unconditionally produced a Service
the API server rejects with "may not be set for non-loadbalancer
services" and the control plane never converged.
- ReconcileService applies the fields only when the resulting Service is
a LoadBalancer (isPublic path).
- ReconcilePrivateService applies them only when the cluster has no
public endpoint: in PublicAndPrivate clusters both KAS Services exist,
and the same serviceAnnotations map applied to both would request the
same fixed IP twice (one LB stays pending).
- Add the capability label to ./Dockerfile and Dockerfile.dev so locally
built operator images also report support.
- Regression tests for private-only and PublicAndPrivate clusters.

load_balancer_class | char * | loadBalancerClass is the class of the load balancer implementation this Service belongs to. If specified, the value of this field must be a label-style identifier, with an optional prefix, e.g. "internal-vip" or "example.com/internal-vip". Unprefixed names are reserved for end-users. This field can only be set when the Service type is 'LoadBalancer'. If not set, the default load balancer implementation is used, today this is typically done through the cloud provider integration, but should apply for any default implementation. If set, it is assumed that a load balancer implementation is watching for Services with a matching class. Any default load balancer implementation (e.g. cloud providers) should ignore Services that set this field. This field can only be set when creating or updating a Service to type 'LoadBalancer'. Once set, it can not be changed. This field will be wiped when a service is updated to a non 'LoadBalancer' type. | [optional]

## Summary
When Service Type=LoadBalancer is enabled by a Kubernetes cloud provider, it is a global configuration that applies for all Service Type=LoadBalancer resources in a given cluster. This becomes problematic if users want to leverage multiple Service Type=LoadBalancer implementations in a cluster.
The new Services APIs addresses this already with the GatewayClass resource. However, until Gateway/GatewayClass APIs become mature, we should support similar functionality for Services of Type=LoadBalancer. Introducing a new resource like `ServiceClass` is probably not worthwhile given that there are new APIs already in development. This KEP proposes a light-weight approach for Service Type=LoadBalancer by introducing a Service field `service.spec.loadBalancerClass`.
## Motivation
The main use-case for this feature is being able to support multiple Service Type=LoadBalancer implementations in a cluster, as different workloads may want to leverage different loadbalancer providers based on efficiency, availability, cost and other factors.
For example, a cluster admin may want to use a public load balancer from a cloud provider for workloads that must be assigned a publically routable address, but they may want to enable a lower-cost solution for workloads that are only internally accessible.
### Goals
* allow users to opt-out of the Service Type=LoadBalancer implementation by the cloud provider.
* allow multiple implementations of Service Type=LoadBalancer in a cluster.
* prevent every cloud provider from implementing a custom “opt-out” annotation for their load balancer.
### Non-Goals
* performance improvements for Service Type=LoadBalancer.
* changing any other existing behaviors for Service Type=LoadBalancer aside from being able to disabling it from the cloud provider.
## Proposal
This KEP proposes to add a new field `spec.loadBalancerClass` in Service which allows for multiple implementations of Service Type=LoadBalancer in a cluster.
### User Stories (Optional)
#### Story 1
As a cluster admin:
* I want to use my cloud provider’s public load balancer service for applications that require public ingress.
* I want to use my own load balancing solution for any applications that only talk internally within my own network because I want to save costs.
#### Story 2
As an application developer:
* I MUST use a hardware-based loadbalancer for certain applications due to specific protocols only available there.
* I want to use the cloud provider’s default load balancer for any applications that do not rely on protocols from hardware load balancers.
### Risks and Mitigations
Many cloud providers today support an “opt-out” annotation for this behavior. The annotation is specific to the cloud provider. Introduction of the `loadBalancerClass` field at this point would mean that cloud providers need to start accounting for both existing annotations and the new field.
## Design Details
Introduce a new field to Service `spec.loadBalancerClass`.
If the field `spec.loadBalancerClass` is not set, the existing cloud provider will assume ownership of the Service Type=LoadBalancer resource. This is required to not break existing clusters that assume Service Type=LoadBalancer is always managed by the cloud provider.
Required API changes:
`// ServiceSpec describes the attributes that a user creates on a service.

Any default load balancer implementation (for example, the one provided by the cloud provider) will ignore Services that have this field set. `spec.loadBalancerClass` can be set on a Service of type `LoadBalancer` only.
### `type: LoadBalancer` {#loadbalancer}
On cloud providers which support external load balancers, setting the `type` field to `LoadBalancer` provisions a load balancer for your Service. The actual creation of the load balancer happens asynchronously, and information about the provisioned balancer is published in the Service's `.status.loadBalancer` field. For example:
apiVersion: v1
kind: Service
metadata:
name: my-service
spec:
selector:
app.kubernetes.io/name: MyApp
ports:
- protocol: TCP
port: 80
targetPort: 9376
clusterIP: 10.0.171.239
type: LoadBalancer
status:
loadBalancer:
ingress:
- ip: 192.0.2.127
Traffic from the external load balancer is directed at the backend Pods. The cloud provider decides how it is load balanced.
To implement a Service of `type: LoadBalancer`, Kubernetes typically starts off by making the changes that are equivalent to you requesting a Service of `type: NodePort`. You must explicitly remove the `nodePorts` entry in every Service port to de-allocate those node ports.
#### Specifying class of load balancer implementation {#load-balancer-class}
{{< feature-state for_k8s_version="v1.24" state="stable" >}}
For a Service with `type` set to `LoadBalancer`, the `.spec.loadBalancerClass` field enables you to use a load balancer implementation other than the cloud provider default.
By default, `.spec.loadBalancerClass` is not set and a `LoadBalancer` type of Service uses the cloud provider's default load balancer implementation if the cluster is configured with a cloud provider using the `--cloud-provider` component flag.
If you specify `.spec.loadBalancerClass`, it is assumed that a load balancer implementation that matches the specified class is watching for Services. Any default load balancer implementation (for example, the one provided by the cloud provider) will ignore Services that have this field set. `spec.loadBalancerClass` can be set on a Service of type `LoadBalancer` only. Once set, it cannot be changed. The value of `spec.loadBalancerClass` must be a label-style identifier, with an optional prefix such as "`internal-vip`" or "`example.com/internal-vip`". Unprefixed names are reserved for end-users.
#### Load balancer IP address mode {#load-balancer-ip-mode}
For a Service of `type: LoadBalancer`, a controller can set `.status.loadBalancer.ingress.ipMode`. The `.status.loadBalancer.ingress.ipMode` specifies how the load-balancer IP behaves. It may be specified only when the `.status.loadBalancer.ingress.ip` field is also specified.
There are two possible values for `.status.loadBalancer.ingress.ipMode`: "VIP" and "Proxy". The default value is "VIP" meaning that traffic is delivered to the node with the destination set to the load-balancer's IP and port. There are two cases when setting this to "Proxy", depending on how the load-balancer from the cloud provider delivers the traffics:
* If the traffic is delivered to the node then DNATed to the pod, the destination would be set to the node's IP and node port;

Handle the private-to-public endpoint-access transition when LoadBalancerClass is configured.
When endpoint access changes from private to public or public-and-private, ReconcileService reuses the existing KAS Service and changes it from ClusterIP to LoadBalancer. Because LoadBalancerClass is assigned only when isCreate is true, the configured class is not applied during this transition.
The reverse transition does not retain an immutable class. Kubernetes clears loadBalancerClass when a Service changes to a non-LoadBalancer type. Narrow the correction to the private-to-public transition: recreate the Service, or reject that transition while LoadBalancerClass is configured.

Update ReconcileService’s private-to-public transition when isPublic and
strategy.LoadBalancer is set so a configured LoadBalancerClass is not silently
omitted: recreate the Service or reject the transition while LoadBalancerClass
is configured. Leave other endpoint-access transitions unchanged.

…support as its own condition
The previous version-skew check set ValidConfiguration=False, which was
never persisted (the only unconditional status write in reconcile() runs
before the CPO image labels are resolved) and, if it had been, could not
clear itself: the invalid-configuration gate returns before the labels
are read again.
Replace it with a dedicated, non-blocking DeterministicLBIPSupported
condition:
- True when the CPO image advertises the capability label or when the
HostedCluster does not use the deterministic LB fields.
- False with UnsupportedControlPlaneOperator when the HC uses the fields
and the image predates them. The reconcile keeps going with the fields
ignored, so the condition clears by itself after an image upgrade.
- Persisted with a plain Status().Update instead of
statuspatching.PatchStatusCondition: the helper re-fetches the
HostedCluster and would drop in-memory spec mutations made earlier in
the reconcile (KMS role ARN dereferenced from a Secret). Conflicts
requeue, and a stable condition makes the update a no-op.
- Only evaluated when the image labels were actually resolved.

…when a Service becomes a LoadBalancer
Kubernetes allows spec.loadBalancerClass to be set on create and also when
updating a Service to type LoadBalancer. The latter happens when a cluster
moves from private to public endpoint access: the KAS Service already
exists as ClusterIP and is transitioned in place, so gating strictly on
create left the class unset and the load balancer was provisioned by the
default implementation.
Set the class on create or when the existing Service is not already a
LoadBalancer; an existing LoadBalancer is still left untouched because the
field is immutable there.

Scope the deterministic LB support check to the APIServer mapping.
hcUsesLBIPFields returns true for a serviceAnnotations or loadBalancerClass value on any service mapping. The CPO applies these fields only to the APIServer mapping. On a labeled CPO image, a HostedCluster that sets these fields on an OAuthServer, Konnectivity, or Ignition mapping gets DeterministicLBIPSupported=True, but those fields are ignored. Check only the APIServer mapping, which is the mapping the CPO honors.

ImageLabels returns nil for a successful image with no labels. The shared resolver returns that map without an error. Both reconciliation paths then skip DeterministicLBIPSupported. The HostedCluster can therefore miss the UnsupportedControlPlaneOperator condition, or retain a stale condition after an image change.
Normalize the successful result to an empty map. Preserve the existing error return for failed metadata lookup.

Implements CNTRLPLANE-4577, Story 1.3 of Epic CNTRLPLANE-4574 (Day 1: Deterministic LB IP Assignment, OCP 5.1 TP).
The API fields (
loadBalancerClass,serviceAnnotationsonLoadBalancerPublishingStrategy) are already merged in #9913, gated behind theDeterministicLBIPfeature gate. This PR is the plumbing that makes CPO actually honor them, plus version-skew protection for older CPO images.Commit 1 — CPO passthrough
serviceAnnotationsper-key before CPO's own annotations in bothReconcileService(public) andReconcilePrivateService(private), so CPO-managed keys (NLB type, cross-zone LB, external-dns) win on collision via last-write-wins.loadBalancerClassonly on Service create (ResourceVersion == ""), since Kubernetes makes the field immutable.spec.servicesare left untouched (no cleanup/tracker);spec.servicesis immutable via CEL, so a value can never be removed fromserviceAnnotationsanyway.ReconcilePrivateServicelooks up the APIServer strategy fromhcp.Spec.Servicesvianetutil.ServicePublishingStrategyByTypeForHCP, avoiding a signature change.Commit 2 — Version-skew detection
