This change adds hcp-infra, a CLI that discovers tagged AWS resources, classifies infrastructure groups, and writes text, JSON, or Markdown reports. It adds clean selection, preview, and confirmation workflows, plus a daily CronJob manifest and IAM policy. The cleanup processor currently logs selected resources; it does not delete them.

This draft tool does not delete resources yet. Its selection and safety logic has gaps that would put active infrastructure at risk once deletion is added. The scheduled job also reports success without cleaning anything, and the docs overstate what the scans do. Fix the age filter, partial-scan handling, classification rules and confirmation behavior before enabling deletion or the CronJob.

Full details: Title check
Explanation
The title "contrib: add hcp-infra unified AWS infrastructure management tool" matches the main change. The PR adds a new standalone binary in contrib/hcp-infra that scans, audits, and cleans AWS resources. The title is short, specific, and uses a single sentence. It does not list files or use vague terms.
Full details: Stable And Deterministic Test Names
Explanation
The pull request adds only standard Go tests with static function names such as TestTextReporter, TestJSONReporter, and TestDetectModeReport. The changed files contain no Ginkgo It, Describe, Context, or When titles, and no test title contains dynamic values or legacy metadata tokens.
Full details: Test Structure And Quality
Explanation
PASS: The pull request adds only standard Go tests in contrib/hcp-infra/pkg/reporter/reporter_test.go using testing.T. It adds no Ginkgo It blocks, cluster operations, Eventually/Consistently calls, or resources requiring cleanup. The Ginkgo-specific requirements therefore do not apply.
Full details: Topology-Aware Scheduling Compatibility
Explanation
The PR adds a ServiceAccount and a CronJob only. The CronJob has no nodeSelector, node affinity, tolerations, anti-affinity, topology spread constraints, replica count, or PDB. It therefore does not introduce any of the listed topology-incompatible scheduling constraints. The default scheduler can place the pod on available schedulable nodes, and the arbiter NoSchedule taint remains effective because the pod adds no toleration.
Full details: Ipv6 And Disconnected Network Test Compatibility
Explanation
No new Ginkgo e2e tests were added. The only new test file, contrib/hcp-infra/pkg/reporter/reporter_test.go, uses the standard Go testing package and local in-memory fixtures. It contains no IPv4 networking assumptions or external connectivity requirements.
Full details: No-Weak-Crypto
Explanation
No weak-crypto usage was introduced in the reviewed range. The new Go code has no crypto imports or references to MD5, SHA-1, DES, 3DES, RC4, Blowfish, ECB, HMAC, or constant-time comparison APIs. Token handling only configures AWS web-identity token file paths; it does not compare secrets or tokens.
Full details: Container-Privileges
Explanation
No flagged container privilege is introduced. The CronJob sets no privileged, hostPID, hostNetwork, hostIPC, SYS_ADMIN, or allowPrivilegeEscalation options. The runtime image uses gcr.io/distroless/static:nonroot, so the application container is non-root. The Dockerfile builder stage uses the standard root build environment, but that stage is not the deployed runtime container.
Full details: No-Sensitive-Data-In-Logs
Explanation
The new scan output can expose arbitrary AWS tag values. ScanTags copies every Resource Groups Tagging API tag into Resource.Tags (pkg/scanner/tags.go:85-120, 141-147), and the JSON reporter writes that map directly to stdout (pkg/reporter/json.go:38-49, 94-107). Tags can contain credentials, tokens, PII, or customer data. The tool also emits raw ARNs on warnings and includes resource names and cluster identifiers in cleanup output.
Resolution
Do not write the complete AWS tag map to reports or logs. Allowlist only required non-sensitive tags, or redact sensitive keys and values before output. Apply the same policy to raw ARNs, resource names, cluster names, IDs, kubeconfig paths, and wrapped error text where they can contain internal or customer data.

Fail closed when stdin is not a terminal and --yes is not set.
The condition !flags.Yes && isTTY() skips the confirmation prompt when stdin is a pipe or redirect. Execution then continues to deletion without any confirmation.
A command such as echo | hcp-infra clean --all therefore deletes resources without asking. The same applies to a CI job that omits --yes. This conflicts with the --yes help text and the documented safety model.
When stdin is not a terminal and --yes is not set, return an error that tells the user to pass --yes. Also extract one shared helper. Lines 185-197 and 275-286 duplicate the prompt logic.
funcconfirmDeletion(yesbool) (bool, error) {
ifyes {
returntrue, nil
}
if!isTTY() {
returnfalse, fmt.Errorf("stdin is not a terminal: pass --yes to confirm deletion non-interactively")
}

answer, err:=bufio.NewReader(os.Stdin).ReadString('\n')
iferr!=nil {
returnfalse, nil// EOF or read error counts as "no"
}
returnstrings.TrimSpace(answer) =="yes", nil
}
Apply the same replacement at lines 275-286.
Based on learnings: treat EOF on stdin as declined, and guard prompt paths with an "is stdin a terminal" check so that non-interactive sessions return an unavailable state instead of proceeding.

Re-classify the re-scanned groups in --from-file mode before cleaning.
This loop passes every group from the re-scan to cleanInfraGroup. The code does not call classifier.Classify and does not check the category. The input file can be stale. Since the file was written, an infra ID may have gained a VPC or been recreated, so it is now active. The tool would still delete it.
The loop also ignores flags.Owner and flags.ExcludeInfraIDs. The --exclude-infra-id safety flag therefore has no effect with --from-file.
Classify each re-scan result. Clean only the orphaned groups, and skip infra IDs in flags.ExcludeInfraIDs.

Validate --region values. An empty list causes a panic.
runScanTags, runScanDeep, runScanDetect, runClean, and runCleanFromFile all read globals.Regions[0]. --region "" produces an empty slice, so the commands panic with an index-out-of-range error.
HCP_INFRA_REGIONS has a related problem. A value such as "us-east-1, us-west-2" or "," yields regions with spaces or empty strings. The result is an AWS client error or a scan of a region named "".
Trim and filter the regions here. Also add a PersistentPreRunE on the root command that returns an error when no region remains.

Set an explicit container security context.
The CronJob omits runAsNonRoot, readOnlyRootFilesystem, allowPrivilegeEscalation: false, and capability drops. Set them on the container rather than relying only on the image’s non-root default. As per path instructions, Kubernetes workloads must set “runAsNonRoot, readOnlyRootFilesystem, allowPrivilegeEscalation: false” and “Drop ALL capabilities.”

Update the hcp-infra container in the CronJob to set an explicit container
security context with runAsNonRoot, readOnlyRootFilesystem, and
allowPrivilegeEscalation disabled, and drop all Linux capabilities.

Partial scan failures can turn active clusters into orphans.
ScanTags logs a per-region error and returns nil. Callers cannot tell that the inventory is incomplete.
classifier.Classify treats a group with no VPC as an orphan. Assume the region that holds a cluster's VPC fails, for example with throttling or AccessDenied. The remaining resources from other regions still form a group, but HasVPC is false. That group is classified as an orphan. clean --all then selects an active cluster.
Collect the region errors and return them with the partial inventory. Stop the loop when ctx is cancelled.

Add "errors" to the imports. The scan and clean callers already treat a non-nil error as fatal. If a partial scan must stay usable for read-only reports, add an explicit flag for that case.

Update ScanTags to collect per-region scan errors and return them with the
partial inventory instead of returning success when a region fails; stop
scanning and return the partial inventory with the context error when ctx is
cancelled. Keep the existing per-region warning log.

The --older-than filter never takes effect.
The Resource built at Lines 113-122 never sets CreatedAt. The Tagging API does not return creation times. Line 130 requires !r.CreatedAt.IsZero(), so the filter skips every resource.
--older-than is therefore a silent no-op. The scan, and the clean command that passes OlderThan, select resources of any age. The text reporter also shows ? for every age.
Resolve creation times through per-service Describe calls where the API provides them. Until then, fail loudly instead of ignoring the flag.

Print infra_id values in the JSON pipeline.
The JSON reporter writes .groups as an array. to_entries[] | .key therefore prints array indexes, not infrastructure IDs. Use .groups[] | select(.category == "CONFIRMED ORPHAN") | .infra_id so the review step identifies the resources selected for cleanup. (raw.githubusercontent.com)

Describe the scan modes that the binary currently performs.
scan deep currently falls back to the tag scan, so it cannot find untagged resources. scan detect also uses the tag scan and does not query HostedClusters, despite requiring --kubeconfig. These descriptions can cause an operator to trust an incomplete audit. Implement the stated scans or mark both modes as incomplete in the README. (raw.githubusercontent.com)

Update the `scan deep` and `scan detect` descriptions in the README to mark both
modes as incomplete, reflecting that they currently use tag scans and `scan

resources or cross-reference the management cluster until those scans are
implemented.

Scope cleanup permissions to HyperShift resources.
CleanWrite permits deletion of unrelated resources across the AWS account. For example, iam:DeleteRole and s3:DeleteObject can use resource ARNs instead of *. Restrict supported actions to the intended roles, buckets, and resources, and separate actions that require *. This limits the damage possible with the CronJob role’s credentials. (docs.aws.amazon.com) Based on learnings, wildcard Resource should be replaced where an action supports resource-level permissions and access is intended for specific resources.

Update the CleanWrite policy statement to scope actions that support
resource-level permissions to the intended HyperShift roles, buckets, and
resources using their ARNs. Separate actions that require a wildcard resource
into their own statement, preserving only the necessary wildcard access.
