Suggestion: let the report framework carry the unsupported-tags block, and drop the ValidHostedClusterConfiguration manipulation for this case.
The block and the user-facing message are already produced by the critical ValidateAndReconcileGCPTags step. Returning validationErr makes report.aggregate() fail the reconcile, which (a) blocks every executeOrBlock component step and (b) surfaces the message on ReconciliationSucceeded via the top-level Reconcile. So the writes to ValidHostedClusterConfiguration aren't what enforces the block — the report step is.
What the condition writes do add is coupling that's costly to unwind when the planned generic CPO-capability condition replaces this temporary shim:
- a second writer to
ValidHostedClusterConfiguration(basevalidateConfigAndClusterCapabilitiesplus the GCP step), coordinated through theunsupportedCPOImageReasonsentinel; - a capability-specific reason baked into the generic blocking gate (
validConfig.Reason != unsupportedCPOImageReason); - the keep-previous branch that defers the base validator's result to a later phase.
For the temporary state I'd keep the capability check in the critical report step (block + message as today) and drop the condition write, the gate exemption, and the keep-previous branch. That keeps ValidHostedClusterConfiguration single-writer and the gate free of capability-specific reasons, so the later move to the generic capability condition is purely additive rather than a hunt for special cases in control flow.
The gate exemption is the one line I'd most want gone regardless — it's the easiest to leave behind during the migration, at which point a stale False with that reason would silently stop blocking.
Add immutable GCP Resource Manager tags with project and organization parent support. Propagate tags to guest Infrastructure for PD CSI and image registry. Configure Tag User IAM and gate tagged clusters on CPO image capability. Signed-off-by: Grzegorz (Greg) Barabasz <gbarabas@redhat.com> Commit-Message-Assisted-by: GPT-5.6-Terra (via Codex)

What this PR does / why we need it:
Adds
spec.platform.gcp.resourceTagsfor applying pre-existing Google CloudResource Manager tags to supported guest-cluster resources.
Tags may be defined in the HostedCluster project or in an organization. Each tag
uses a short key and value;
parentIDis optional for project-defined tags andselects a numeric organization ID when supplied.
resourceTagsis install-timeimmutable.
The HostedCluster tags are propagated to guest
Infrastructurestatus. Guestcomponents apply them to newly provisioned PD CSI persistent disks and, when
enabled, the image-registry bucket. This setting does not tag worker VMs, boot
disks, or management-side infrastructure.
The change also grants
roles/resourcemanager.tagUserto the image-registryservice account; the PD CSI service account already receives that role through
the IAM template. Organization-defined tags require the relevant grants on the
organization-defined TagValues as well.
Configured tags require a control-plane-operator image with the
io.openshift.hypershift.control-plane-operator-supports-gcp-resource-tags=truecapability label. If that label is absent,
GCPResourceTagsSupported=Falseis reported and provisioning is blocked. This is image-capability based, not tied to an OpenShift release version.

Fixes GCP-1240
Special notes for your reviewer:
HYPERSHIFT_RECONCILE_LEGACY=1) does not run theGCP resource-tag capability check or publish
GCPResourceTagsSupported. When the selected CPO image does not support tag propagation, configured
tags can therefore be silently ignored instead of blocking provisioning.
GCP credential-condition reconciliation is also absent from this path.
installation-time immutability, but does not validate that a referenced tag
exists or that guest identities have access to it.
image-registry operator; a dedicated runtime-validation condition remains
separate work.
are included.
