What this PR does / why we need it:

Makes skills/restructure-commits/SKILL.md the single restructuring workflow. It lives in the harness-neutral root skills/ directory (same pattern as git-commit-format), so any coding agent or a human can follow it. It also adds a deterministic check that each commit contains only the files belonging to its group.

The retrospective of #9568 found that root go.mod/go.sum were committed together with vendor output: no rule owned those files, and gitlint only checks commit messages, not which files are in a commit. The repository skill and a user-installed variant also disagreed about where api/vendor/, API generated files, fixtures and shared-ingress belong, and both referenced obsolete CRD paths.

  • Generated, not hand-maintained: generate_ownership.py writes ownership.json and the group table in SKILL.md. The groups are ordered API → Dependencies → Vendor → CLI → HO → CPO → E2E → Docs → Tooling. Only group policy is written by hand (groups, the group of each make build binary, a few conventions). The path rules are derived from repository facts:
    • each binary's Go imports (go list -deps); a top-level directory used by several groups goes to HO, and one used by none goes to Tooling
    • Code generated ... DO NOT EDIT. headers, controller-gen CRD markers, and Makefile output directories
    • module definitions and vendor trees
    • The first matching rule wins, and each rule records why it exists. Every path in the checkout gets a rule, so new top-level directories are covered automatically.
  • Staleness gate: make update runs make ownership-rules. A PR that leaves ownership.json stale therefore fails make verify / verify-ci (via verify-git-clean).
  • Disagreements resolved:
    • api/go.mod and api/go.sum stay in API.
    • Root, tools and workspace module files go in the new build(deps) Dependencies group.
    • Every vendor tree, client/, API zz_generated* files and generated CRDs (now at cmd/install/assets/crds/**) go in Vendor.
    • Component fixtures, including zz_fixture_*, stay with the component that owns them.
    • Derived ownership differs from the old hand-written rules in four places (24 files): ignition-server/ → HO (imported by both CPO and HO), etcd-recovery/ → HO (imported only by HO), support/awsapi/ → Vendor (all generated), and shared-ingress/ → Tooling (container build files, no Go code).
    • Paths with no rule stop the rewrite; nothing falls back to Vendor or HO.
  • commit_layout.py (Python standard library only):
    • plan shows every changed path by group.
    • stage copies exactly one group's files from the recorded original snapshot into the index, including deletions and paths with spaces.
    • verify checks each commit in the range: one group per commit, correct group order, no unclassified paths, and optionally that the final tree is identical to the snapshot. Errors name the commit and the offending paths.
  • Safer procedure:
    • Resolves the PR's real base remote and branch; release branches are supported and nothing is rebased automatically.
    • Creates a backup branch and records the original HEAD and tree.
    • Requires uncommitted work to be handled explicitly and uses only lossless git operations.
    • Checks that the remote branch has no commits missing from local history.
    • Force-pushes only after confirmation, using --force-with-lease pinned to the recorded SHA.
  • Make targets and CI:
    • make verify-commit-layout BASE=<merge-base> [EXPECT_TREE=<tree>] is the completion gate for the workflow.
    • make test-commit-layout runs 68 pytest cases: tool tests on temporary Git repos, plus generator tests on synthetic facts.
    • These tests run in a new path-filtered workflow, Unit Tests (Restructure Commits) (.github/workflows/test-commit-layout*.yaml), not in verify.
  • Adapters and navigation:
    • The skill, rules file, tool, tests and sample generator all live in skills/restructure-commits/.
    • .claude/skills/restructure-commits/SKILL.md and .cursor/rules/restructure-commits.mdc are short pointers to the canonical skill.
    • .claude/SKILLS.md points at the canonical skill instead of the obsolete .claude/commands/restructure-commits.md.
    • AGENTS.md (Key References) and DEVELOPMENT.md point at the canonical skill.

Which issue(s) this PR fixes:

Fixes https://redhat.atlassian.net/browse/CNTRLPLANE-4557

Special notes for your reviewer:

Canonical location: the Jira ticket says .claude/skills/restructure-commits/SKILL.md stays canonical. This PR deliberately moves the canonical content to skills/restructure-commits/ so it isn't tied to one harness. The .claude path still works as an adapter.

Enforcement scope (decided): the layout check is required only inside the restructuring workflow. It does not add a repository-wide pre-push or CI requirement. Gitlint is unchanged and still only validates commit messages. CI runs the tool's own tests in the path-filtered workflow, and make verify fails when the generated rules are stale. The new workflow follows the test-linter pattern and calls its reusable workflow @main, so it will not run on this PR until it merges.

Model-neutral evidence: python3 skills/restructure-commits/sample_branch.py <dir> builds a sample branch that reproduces the #9568 module/vendor mistake. Two agents from different model families followed SKILL.md on it independently:

Claude Sonnet 5 GPT-5.6 Sol
verify on the original branch fails: module definitions mixed with vendor same
File-to-commit plan API(2) → Dependencies(2) → Vendor(6) → HO(1 D) → CPO(1) → E2E(2) → Docs(3, incl. rename with spaces) → Tooling(2), CLI skipped identical
verify --expect-tree after rewrite OK, 8 commits, tree identical to the snapshot OK, 8 commits, tree identical to the snapshot
gitlint / clean tree / lease-guarded push pass / clean / pushed pass / clean / pushed

Commit hashes and subjects differed, as expected. Both agents reported that the commit type was ambiguous when the table showed feat(...). The table now shows <type>(scope) with the allowed types per group. The demonstration ran before the files moved out of .claude/. The move changed only paths, not logic. This PR's own commits were restructured and checked with the new tool.

The user-installed restructure-hypershift-commits copy is not in this repository. It was replaced locally with a pointer to the canonical skill, and a backup was kept.

What this PR does / why we need it:

Makes .claude/skills/restructure-commits/SKILL.md the single restructuring workflow, written so that any coding agent (or a human) can follow it.

  • One source of truth: ownership.json lists the ordered groups API → Dependencies → Vendor → CLI → HO → CPO → E2E → Docs → Tooling and the path rules. The first matching rule wins, so specific exceptions are listed before broad directories. The group table in SKILL.md is generated from this file, and a test fails if they drift. Another test fails if any tracked file in the repository has no group.
  • Shared ingress goes with HO, which manages it.

  • Make targets: make verify-commit-layout BASE=<merge-base> [EXPECT_TREE=<tree>] is the completion gate for the workflow. make test-commit-layout (61 pytest cases on temporary Git repos) now runs in verify and verify-ci.
  • Adapters and navigation:
  • skills/restructure-commits/SKILL.md (plugin) and .cursor/rules/restructure-commits.mdc are short pointers to the canonical skill.
  • .claude/SKILLS.md no longer points at the obsolete .claude/commands/restructure-commits.md.
  • DEVELOPMENT.md points at the canonical skill.
  • AGENTS.md is unchanged.

Reference skills/restructure-commits/SKILL.md from DEVELOPMENT.md and add a
navigation pointer in AGENTS.md so any agent harness can find the procedure
and the make verify-commit-layout gate. List the new path-filtered
test-commit-layout workflow pair in the GitHub Actions guide.

The PR openshift#9568 retrospective found root go.mod/go.sum committed with vendor
output because no rule owned them, and gitlint cannot detect file grouping.

- Add skills/restructure-commits as the canonical, harness-neutral skill,
  following the skills/git-commit-format layout
- Generate ownership.json with generate_ownership.py from repository facts:
make build binaries and their Go imports, generated-file markers, Makefile
output directories, and module and vendor locations; only group policy is
  written by hand
- Add a Dependencies group, first-match-wins exceptions, and no silent
defaults; derived ownership moves ignition-server and etcd-recovery to HO,
support/awsapi to Vendor, and shared-ingress to Tooling
- Regenerate the rules in make update so make verify fails when they are stale
- Add commit_layout.py (stdlib only) to plan, stage, and verify commit layout,
including tree equality against the pre-rewrite snapshot
- Add pytest regression tests on temporary Git repositories, generator tests
on synthetic facts, and a sample branch generator reproducing the PR openshift#9568
  module/vendor mistake
- Document a safe preflight, a backup branch, lossless staging, and
  force-with-lease against the recorded SHA
- Add make verify-commit-layout, and run make test-commit-layout in a
  path-filtered GitHub workflow

Replace the Claude-specific restructure-commits skill with a thin adapter to
skills/restructure-commits/SKILL.md, add a matching Cursor rule, and replace
the obsolete .claude/commands/restructure-commits.md entry in
.claude/SKILLS.md.
