CNTRLPLANE-4732: route kubelet through HAProxy on all public HCPs - #9988
When the KubeletHAProxyRouting feature gate is enabled, all public HCPs route
kubelet through the node-local HAProxy (172.20.0.1 / fd00::1) instead of the
external KAS endpoint
This is a prerequisite for the Deterministic LB IP feature
(OCPSTRAT-2653 / CNTRLPLANE-4574):
if the LB IP changes on Day 2, kubelet stays connected through HAProxy which
dynamically discovers the KAS endpoint
Private clusters continue using internal DNS (api.<hcp>.hypershift.local),
unchanged
Existing nodes are unaffected (the bootstrap kubeconfig is not in the NodePool
config hash); only new nodes joining the cluster get the HAProxy URL
Ungated HAProxy DNS re-resolution
This PR also changes the node-local HAProxy config for all clusters,
independently of the feature gate:
Adds a resolvers section using parse-resolv-conf (reads the node's /etc/resolv.conf, no hardcoded nameserver) and init-addr last, libc, none,
so HAProxy re-resolves a hostname-based backend (AWS NLB, IBMCloud/PowerVS)
instead of caching the address once at startup.
Sets dnsPolicy: Default explicitly on the kube-apiserver-proxy static pod,
so it keeps using the node resolver and can never be flipped to ClusterFirstWithHostNet (which would make HAProxy depend on CoreDNS, which
depends on the KAS endpoint — a deadlock).
Why ungated: HAProxy caching the backend address once at startup is a
pre-existing issue that already affects all pod traffic on hostname-based
platforms (kubernetes.default.svc already resolves to the HAProxy address).
The kubelet change makes it worse, so this PR fixes it rather than deferring it.
Error holds are long (hold nx 5m, hold timeout/refused/other 1h) so a
transient resolver failure keeps the last known-good address instead of
dropping the backend. This was verified on a live node: with a 5s error hold
HAProxy removes the address and marks the server DOWN (srv_admin_state=32,
hostname resolution failure) within seconds; with the values in this PR the
last good address is retained.
HAProxy ignores resolvers for IP-literal backends, so platforms whose KAS
endpoint is an IP (Azure, GCP, OpenStack, Agent, None, KubeVirt) are unaffected.
Verified with haproxy -c on a live RHCOS node (exit 0).
Manual verification on an AWS HostedCluster with the gate enabled: node
joins with kubelet pointing at 172.20.0.1:6443, HAProxy config contains the
resolvers section, pod → API traffic works, HAProxy restart and a 60s network
partition recover without leaving the node NotReady (see /verified comment)
Warning: The referenced jira issue has an invalid target version for the target branch this PR targets: expected the story to target the "5.1.0" version, but no target version was set.
On bare-metal platforms (Agent, None, KubeVirt), the bootstrap kubeconfig now points kubelet at the node-local HAProxy (172.20.0.1 / fd00::1) instead of the external LB IP
This is a prerequisite for the Deterministic LB IP feature (OCPSTRAT-2653 / CNTRLPLANE-4574): if the LB IP changes on Day 2, kubelet stays connected through HAProxy which dynamically discovers the KAS endpoint
Private and cloud-platform clusters are unchanged
Existing nodes are unaffected (bootstrap kubeconfig is not in the NodePool config hash); only new nodes joining the cluster get the HAProxy URL

Walkthrough
Bootstrap kubeconfig generation now uses bootstrapKubeconfigURL to select its server URL. Private HCPs use the internal URL. Other HCPs use the advertised address and HAProxy frontend port when KubeletHAProxyRouting is enabled, regardless of UsesNodeLocalKASProxy; otherwise, they use the external URL. Tests call the helper directly and cover platform, feature-gate, IP address, and port cases. The HAProxy static pod now uses the node’s default DNS policy, and its control-plane server uses a DNS resolver configured to read /etc/resolv.conf.

Description Check
Check skipped - CodeRabbit’s high-level summary is enabled.
Full details: Title check
Explanation
The title names the ticket and the main change: kubelet traffic is routed through the node-local HAProxy on all public hosted control planes. The raw summary confirms this. The change selects the HAProxy URL for public HCPs when the KubeletHAProxyRouting gate is enabled, and it replaces the earlier condition that also required UsesNodeLocalKASProxy. The title is specific and matches the objectives. The ticket prefix is a common convention and does not reduce clarity.
Full details: Test Structure And Quality
Explanation
The pull request adds a standard Go test, TestBootstrapKubeconfigURL, with t.Run table cases. It does not add or modify Ginkgo It blocks, cluster resource creation, Eventually/Consistently waits, or Ginkgo setup/cleanup hooks. The Ginkgo-specific quality check is therefore not applicable.
Full details: Topology-Aware Scheduling Compatibility
Explanation
PASS: The PR changes kubeconfig URL selection, HAProxy DNS resolution, and sets DNSPolicy: DNSDefault on an existing static pod. The authoritative diff adds no node selectors, affinity, topology spread constraints, tolerations, replica logic, rollout limits, or PDBs. It introduces no topology-dependent scheduling constraint.
Full details: Ipv6 And Disconnected Network Test Compatibility
Explanation
No new Ginkgo e2e tests were added. The changed test is a standard Go testing.T unit test (TestBootstrapKubeconfigURL), and the other test-related changes are fixture YAML updates. Therefore, this check does not apply.
Full details: No-Weak-Crypto
Explanation
No weak-crypto usage is introduced. The changed Go code only selects kubeconfig URLs, configures feature gates, and sets HAProxy DNS policy. The HAProxy changes only add DNS resolution settings and init-addr; they add no cryptographic algorithm, custom crypto implementation, or secret/token comparison. Added fixture data contains the corresponding HAProxy and Pod configuration only.
Full details: Container-Privileges
Explanation
The pull request does not introduce any listed container privilege violation. Its only privilege-adjacent addition is DNSPolicy: DNSDefault; HostNetwork: true and the non-root RunAsUser setting already existed in the HAProxy pod generator. No added privileged, hostPID, hostIPC, SYS_ADMIN, or allowPrivilegeEscalation setting appears in the diff.
Full details: No-Sensitive-Data-In-Logs
Explanation
The pull request adds no application logging and does not add passwords, tokens, API keys, PII, session IDs, or customer data to log output. The HAProxy log directives remain unchanged; the new resolver and DNS policy only change endpoint resolution. The kubeconfig changes select API URLs and do not log them.
Full details: Stable And Deterministic Test Names
Explanation
The new subtest title at control-plane-operator/controllers/hostedcontrolplane/v2/kas/kubeconfig_test.go:392 says it should use HAProxy frontend port not infraStatus port. infraStatus is an implementation detail, so the title is overly specific and can become stale after an internal refactor. The other added titles use static platform and behavior descriptions. Existing fixture filenames with legacy tokens were unchanged.
Resolution
Rename the subtest to describe the stable behavior without the implementation detail, for example: When the API server port is customized and the gate is enabled, it should use the HAProxy port. Keep the port distinction in the test body and assertions.

Use the node-local HAProxy port for the bootstrap URL.
infraStatus.APIPort is the published API endpoint port, not necessarily the HAProxy listener port. If a cluster configures networking.apiServer.port, this branch can put the published port beside the node-local address. Kubelet then cannot connect through HAProxy during bootstrap. Use the node-local listener port, including the existing port-443 compatibility behavior, and test a case where the two ports differ. (raw.githubusercontent.com)

Replace the unsupported GCP public case.
GCPPlatformSpec{} leaves EndpointAccess empty, so this test reaches the external-URL branch. The GCP API allows only Private and PublicAndPrivate; it defaults the field to Private. Set an allowed value and expect the internal URL. The current case passes without testing either supported GCP configuration.

Bug Fixes
Bootstrap kubeconfig files now use the appropriate API server address for private and public environments across supported platforms, including AWS, GCP, Agent, None, and KubeVirt.
Agent-based environments account for custom advertise addresses and IPv6 service networking when selecting the configured API endpoint.

Use the node-local HAProxy listener port, not infraStatus.APIPort.
The address in this URL is the node-local advertise address. HAProxy on the node listens on apiServer.port, which netutil.HAProxyFrontendPort returns (including 443 for legacy clusters). infraStatus.APIPort is the port of the published endpoint. If the two differ, kubelet connects to the HAProxy address on a port where nothing listens, and the node fails to bootstrap.
Use netutil.HAProxyFrontendPort(hcp) and add a test case with a custom apiServer.port. All current test cases use 6443, so they cannot detect this.

Replace the GCP "public" test input with a valid EndpointAccess.
GCPPlatformSpec{} leaves EndpointAccess empty. The API allows only Private and PublicAndPrivate and defaults to Private. Set EndpointAccess: hyperv1.GCPEndpointAccessPublicAndPrivate (or the matching constant). Then check that the expected URL matches how IsPrivateHCP treats that value. As written, the case does not test a real GCP configuration.

HAProxyFrontendPort and UsesNodeLocalKASProxy are not called from bootstrapKubeconfigURL in the supplied code. The only visible consumers are their own tests. The caller adaptBootstrapKubeconfigSecret now reads url := bootstrapKubeconfigURL(cpContext.HCP, cpContext.InfraStatus) and passes that value to generateKubeConfigWithServingCerts. A change that bypasses the helper in this caller, or passes the wrong value, would not fail any test. The removed test was the only check of the generated Clusters["cluster"].Server value. A wrong URL can prevent new nodes from bootstrapping. The current code is correct, so this is a coverage gap, not a current defect.

Gate:KubeletHAProxyRouting — TechPreviewNoUpgrade only (control-plane-operator/featuregates/featuregates.go:24). No impact on Default featureset clusters.
Private clusters: unaffected — IsPrivateHCP() returns internalURL before the gate check (v2/kas/kubeconfig.go:189).
HAProxy resolvers: affects all platforms (new resolvers nodedns section with parse-resolv-conf), but HAProxy ignores resolvers for IP-literal backends — verified empirically with haproxy -c on a live RHCOS node (EXIT=0).
dnsPolicy: Default: explicit on the static pod — defensive against future ClusterFirstWithHostNet deadlock.

Pod to API via HAProxy — ran a curl pod against https://kubernetes.default.svc/healthz, got ok. Pod traffic reaches the API through HAProxy.
HAProxy restart — stopped the haproxy container on the node. The static pod restarted in under 15s and the node stayed Ready.
IP-literal backend + resolvers — haproxy -c with an IP backend plus resolvers nodedns init-addr last, libc, none exited 0. HAProxy ignores resolvers for IPs.
Resolver reachability — /etc/resolv.conf inside the kube-apiserver-proxy container is the node's (nameserver 10.0.0.2, VPC resolver, no systemd-resolved stub), so parse-resolv-conf finds a usable nameserver.
Resolver failure, short hold (old values) — resolver pointed at a blackholed nameserver with hold timeout 5s: HAProxy removed the address and marked the server DOWN within 5s (srv_op_state=0, srv_admin_state=32 = hostname resolution failure). Reproduces the reported failure mode.
Resolver failure, final hold values — same setup with hold nx 5m and hold timeout/refused/other 1h: the last known-good address is retained and the server stays RUNNING past the horizon that failed in test 5.
60s network partition — dropped traffic to the NLB IP on port 6443 for 60s with iptables. The node went Ready=Unknown after ~56s (10s lease + 40s grace), recovered to Ready=True ~14s after the rule was removed, and stayed stable.

Summary
KubeletHAProxyRoutingfeature gate is enabled, all public HCPs routekubelet through the node-local HAProxy (
172.20.0.1/fd00::1) instead of theexternal KAS endpoint
(OCPSTRAT-2653 /

Ungated HAProxy DNS re-resolution
This PR also changes the node-local HAProxy config for all clusters,
independently of the feature gate:
resolverssection usingparse-resolv-conf(reads the node's/etc/resolv.conf, no hardcoded nameserver) andinit-addr last,libc,none,so HAProxy re-resolves a hostname-based backend (AWS NLB, IBMCloud/PowerVS)
instead of caching the address once at startup.
dnsPolicy: Defaultexplicitly on thekube-apiserver-proxystatic pod,so it keeps using the node resolver and can never be flipped to
ClusterFirstWithHostNet(which would make HAProxy depend on CoreDNS, whichdepends on the KAS endpoint — a deadlock).
Why ungated: HAProxy caching the backend address once at startup is a
pre-existing issue that already affects all pod traffic on hostname-based
platforms (
kubernetes.default.svcalready resolves to the HAProxy address). The kubelet change makes it worse, so this PR fixes it rather than deferring it.
Error holds are long (
hold nx 5m,hold timeout/refused/other 1h) so atransient resolver failure keeps the last known-good address instead of
dropping the backend. This was verified on a live node: with a 5s error hold
HAProxy removes the address and marks the server DOWN (
srv_admin_state=32,hostname resolution failure) within seconds; with the values in this PR the
last good address is retained.
