[COMMS-1071] Create labels from the bulk edit and move forms - #26272

A form can name a second hidden input for items the user typed in, so a new label travels as a name instead of an empty id.
Names without ids replace the labels, and a "none" selection wins.
Both forms use the autocompleter with the same create gate as the API, so a typed label is created when the work packages are saved.

Parked: keeping the plain multi-selects in the bulk edit and move forms; label creation stays in the work package form (#26270). |

Stacked on #26270.
The bulk edit and move/copy forms offered labels through a plain multi-select, so a label had to exist before it could be applied in bulk. Both forms now use the autocompleter with the same create gate as the API: a typed name travels as
label_names[]next to the selected ids and is created when the work packages are saved. Blank still means no change and "none" still clears, with "none" winning over typed names. To carry typed names the generic autocompleter gains a second hidden input name for items that have no id, instead of emitting them as empty ids.
