All looks good.
I doublechecked the options for "structure" as we know the list covers public sector agencies. The only relevant structure though is 'government agency', which might be too narrow for this list. Therefore, I think it's ok to leave that metadata field unpopulated as has been done.
Renaming list file to lowercase, with correct JSON extension.
availability: "bulk_download" updated to "bulk" to meet field validation rules
