Adds a new identifier list for Guinea-Bissau’s Número de Identificação Fiscal (NIF), issued by the Direção-Geral das Contribuições e Impostos (DGCI) under the Ministry of Finance.
The identifiers are unique and are used to identify organisations in the DGCI’s fiscal database.
Closes #739.
