chore(hooks): bump repository agent hooks to v0.22.0 - #772

Update .claude/hooks/discipline-bootstrap.sh and .github/workflows/copilot-setup-steps.yml to pin the published release v0.22.0 (commit 204cdcf), written by the released binary (RUN: discipline 0.22.0 hook install --agent claude-code --upgrade --pin-sums SHA256SUMS; hook install --agent copilot --cloud-agent --upgrade --force, which only adds the content digest header and moves the action pin). The pinned x86_64 and aarch64 linux-musl digests equal the release's SHA256SUMS, and the downloaded archives verify against it.
