AO3-7554 update search results help for tags to be i18n compatible

Purpose

Move the two tag search help related files to be i18n compatible. As part of that, I've:

1. Converted the html files to erb
2. Added relevant texts to the translation file
3. Added redirect from the old help link to the new one
