macos-15 runner defaults with python 3.13 butuv is building the python wheel with 3.14 by default

For some reason the uv command on macos-15 is choosing to build the python wheel to 3.14 but the runner does not actually have access to that version of python.

Perhaps e need to explore some change in uv upstream as this did not seem to be an issue as of #1073

Based on the implementation of the fix in #1176 I actually think that this can be closed.
