Add concurrency directive to workflows, so new code push will terminate ongoing executions.
Some runners were using Ubuntu 22.04, update them.
Use env variables to define source and install dir locations.
We updated clang verison in prebuilt CI images, and function sanitizer there become part or undefined sanitizer for C code. But that contradicts PG codebase, so disable it explicitly for now.
Source images export CC and CXX, so use them.
