fix: line up both sides of the logo dock with the middle tile

• The services side of the logo dock started half a logo behind the agents side (delayMs={-LOGO_MS / 2}), so whenever a logo on one side lined up with Personal Agent Proxy, the other side was between two logos
• Both sides now start together and still scroll without stopping (agents down, services up); every LOGO_MS (3s) a logo on each side lines up with the middle tile at the same time
