This reverts commit 4ed697d. rules_cc issue bazelbuild/rules_cc#729 has been fixed, so this workaround should no longer be necessary.

This pull request removes several --system-header-prefix compiler flags (for absl/, google/, tools/, and upb/) from the Clang configuration in private/cc_config.bzl, which were previously used as workarounds. There are no review comments, and I have no feedback to provide.
