⚡ Bolt performance optimization:

• Pre-compiled SNYK_LIC_REGEX (/^snyk:lic/i) at module scope in src/lib/display-policy.ts instead of calling new RegExp(/^snyk:lic/i) on every policy demunge lookup.
• Eliminates repeated heap allocations of RegExp objects when displaying policy rules.
• Added unit test in test/jest/unit/policy-display.spec.ts verifying URL generation for both license rules and security vulnerability rules.
