docs: correct Cloudflare Pages project name and root redirect

Summary

Follow-up to #43.

• Pages project name. The docs site deploys to the Cloudflare Pages project code-style, not pleaseai-code-style. This fixes the name in AGENTS.md, ADR-0003, and apps/docs/wrangler.jsonc, so bun run docs:deploy (wrangler pages deploy) targets the real project. The Git-integrated Pages build now runs from the repo root and doesn't read apps/docs/wrangler.jsonc, so CI deploys are unaffected.
• Root redirect. ADR-0003 said / is served as a meta-refresh page. Nimbus copies Astro's redirects into dist/_redirects when it detects a Cloudflare deploy, so Pages answers / with a 301 to /en, and the meta-refresh index.html is never served. The ADR's constraint, i18n, and URL consequence sections now describe the 301. The comment on redirects in apps/docs/astro.config.ts is corrected the same way.
