Adds a
build.ymlworkflow that invokes spel's reusable build workflow, ported from the equivalent workflow already verified working inamigen9(plus3it/amigen9#79 and related follow-ups).Adjustments made for EL8:
SPEL_BUILDERSlimited to the two EL8 builders currently defined in spel'sminimal-linux.pkr.hcl:amazon-ebssurrogate.minimal-ol-8-hvmandamazon-ebssurrogate.minimal-rhel-8-hvm.amigen9_source/AMIGEN9_SOURCEtoamigen8_source/AMIGEN8_SOURCE, matching theAMIGEN8_SOURCEinput declared by spel's reusablebuild.yml.amigen9-build.sh/amigen9toamigen8-build.sh/amigen8.Everything else (triggers, concurrency group, permissions ceiling rationale, and the
prepare/buildjob logic for deriving version/force/builders/projects/source) is unchanged from the amigen9 pattern, and pins to the same verifiedplus3it/spelcommit (e47e6d46571c90a887269aa0876b8edc028bd6ba).Release Notes:
