Lock-only patch bumps that clear the three advisories failing cargo deny on main and every open PR: RUSTSEC-2026-0382 (rustls-webpki → 0.103.16), RUSTSEC-2026-0383 (webpki-root-certs → 1.0.11) and RUSTSEC-2026-0386 (tokio → 1.53.3; bugwarden uses no AsyncFd). Local gates pass: fmt, clippy (both), rustdoc, 1,047 tests, and a clean cargo deny check.

…sories

Three advisories fail cargo deny on main and on every open PR:

- RUSTSEC-2026-0382, rustls-webpki 0.103.15: certificate verification
could accept distrusted intermediates. Fixed in 0.103.16.
- RUSTSEC-2026-0383, webpki-root-certs 1.0.9: the bundled roots let
distrusted emSign intermediates be trusted. Fixed in 1.0.10; this
  takes 1.0.11.
- RUSTSEC-2026-0386, tokio 1.53.2: the safe AsyncFd constructors break
I/O safety. bugwarden constructs no AsyncFd. 1.53.3, the patch
release on the locked minor, deprecates them.

The first two sit on the TLS client path every Bugzilla request takes.
All three are lock-only patch bumps that keep rust-version 1.71, below
the workspace MSRV.
