build: bump the pinned toolchain to 1.99.1 - #412

Dependabot moved the container build stage to rust:1.99.1-alpine (#408), which toolchain-drift refuses while rust-toolchain.toml stays on 1.98.1. AGENTS.md moves the pin, the CI toolchain inputs and the Dockerfile tag together, so this takes rust-toolchain.toml, three ci.yml jobs, three release.yml jobs, perf.yml, mutants.yml and the channel AGENTS.md names to 1.99.1. The Dockerfile pins the tag's current index digest rather than the one in #408: the official image was rebuilt on 2026-10-30, after that PR was opened, and both digests are multi-arch indexes of library/rust:1.99.1-alpine. The workspace MSRV (rust-version = "1.88") is a separate lower bound and does not move. Supersedes Dependabot #408.

Moves the pinned toolchain, every CI toolchain input and the Dockerfile's rust tag to 1.99.1 together, as AGENTS.md requires. The Dockerfile pins the tag's current official index digest: the image was rebuilt on 2026-10-30, after #408 was opened, and both digests were verified as multi-arch
library/rust:1.99.1-alpineindexes. Local gates on 1.99.1 pass (fmt, clippy, rustdoc, 1,047 tests), both drift checks are in sync and OCR found nothing. Supersedes #408.
