feat(metering-kafka): Optional kafka transport integration for metering - #1831
Add optional Kafka transport for external_metering usage and error CloudEvents behind the metering-kafka feature using rdkafka. Balance checks stay on HTTP against metering_url. When kafka is configured, events are produced fire-and-forget to a single topic, with SASL SCRAM-SHA-512 and optional TLS. HTTP remains the default path when kafka is omitted. Refactored event delivery behind a UsageEventSink so HTTP and Kafka share the same report path without blocking the response. Include example config, unit coverage, and an example-config parse test.
Default is still HTTP with no config change needed when kafka object field is not set
Balance checks stay HTTP on metering_url
With kafka: set in the yaml and a build that enables --features metering-kafka, events go to Kafka (fire-and-forget): acks=all, idempotent producer, SASL SCRAM-SHA-512, password from a file, optional TLS
HTTP and Kafka share one delivery path (UsageEventSink) so the response path isn’t blocked
Example config: examples/configs/external-metering-kafka.yaml
Unit tests: cargo test -p praxis-ai-filters --features metering-kafka -- metering
Integration or functional tests: cargo test -p praxis-tests-integration --features metering-kafka -- external_metering_kafka_balance_check_still_http
make lint
Manual validation by spinning up container on docker, mocking metering and backend services, and starting up the gateway with metering-kafka enabled.

New Features
Added optional Kafka delivery for external metering usage and error events when Kafka support is enabled. HTTP remains the default, and balance checks continue to use HTTP.
Kafka configuration supports brokers, topics, TLS, and SCRAM-SHA-512 authentication, with password credentials provided through a file.
Added an example configuration for Kafka-based metering.
Documentation
Documented Kafka transport behavior and configuration options for external metering.

Walkthrough
The external metering filter now supports optional Kafka delivery for usage and error events. HTTP remains the default event transport, and balance checks continue to use HTTP. Kafka configuration is feature-gated and validated when the filter is constructed.
Adds the optional metering-kafka feature and Kafka configuration. Validation checks brokers, topic, TLS CA file, SASL settings, and file-backed password credentials. Tests cover feature gating and configuration validation.
HTTP and Kafka event sinks filters/src/metering/sink.rs, filters/src/metering/kafka.rs
Adds shared sink dispatch, HTTP event delivery, and a Kafka producer. Kafka sends are asynchronous, keyed by event ID, and flushed on teardown.
Filter sink selection and event reporting filters/src/metering/mod.rs
Constructs the configured sink and delegates serialized usage and error events to it. Balance checks remain HTTP.
Example and documentation docs/filters/external_metering.md, examples/README.md, examples/configs/external-metering-kafka.yaml, tests/integration/tests/suite/examples/external_metering.rs
Documents Kafka settings and adds an example configuration. Tests check that the example parses and exercise a request with the feature enabled.

Full details: Linked Issues check
Explanation
Issue [#1638] has coding requirements that the reviewed head satisfies. ExternalMeteringConfig.kafka selects Kafka only when configured, while HTTP remains the default. Balance checks remain HTTP through metering_url. The Kafka producer uses acks=all and idempotence, supports optional TLS with a CA file, and uses SCRAM-SHA-512 with a file-backed password. Construction validates feature use, brokers, topic, credentials, and TLS CA settings. Delivery is asynchronous and counts enqueue, delivery, and canceled-delivery failures. Teardown flushes the producer. Unit tests cover configuration validation, and the example test covers configuration parsing and HTTP balance checks.
Full details: Out of Scope Changes check
Explanation
The changed manifests add the feature and its optional rdkafka dependency. The metering changes implement the requested configuration, shared HTTP/Kafka delivery path, Kafka delivery behavior, and unchanged HTTP balance checks. Tests, documentation, and the example configuration support issue [#1638]. No unrelated behavior is demonstrated. Cargo.lock was intentionally excluded and was not used as evidence.

Enqueue the Kafka record before spawning the delivery task.
send is called only after the spawned task is polled. Its finite timeout limits each task's retry duration when the producer queue is full, but it does not cap the number of waiting tasks. message.timeout.ms is a separate timeout that applies after the record is queued.
During runtime teardown, Drop::flush can run before these tasks enqueue their records. A detached task can then be canceled before enqueueing, which can lose the event. Call send_result before spawning, count immediate queue errors, and spawn only to await an accepted delivery future.
