Add support for local `--ui` option to view results using our `website` Next.js app

It would be great to be able to interact with the CLI locally using a --ui flag that presents it using a UI. This could be for interpreting/viewing experiment or benchmark results along with providing a UI for building experiments/benchmarks.

• Support --ui that will show a read-only version of the site that will display benchmark and experiment results
• Support a static build of this site to publish in GitHub Pages
