refactor(negotiation)!: remove deprecated state-machine negotiation APIs - #90

The legacy state-machine negotiation demo has been retired since v1.1.0.
Remove it so the next release ships only the stateless negotiation content API.
- remove A2ATClient/A2ATServer start_negotiation, receive_negotiation and continue_negotiation, plus their client/server orchestration packages
- delete a2a_t.negotiation.{common,types,store,runtime,handling,rendering}
- drop A2AT_NEGOTIATION_STATE_STORE_TYPE from env templates and tests
- align README, developer guides and API references with removal in v1.2.0
- delete the legacy-only tests and add a module/method absence guard
