Set all existing Dependabot version-update schedules to monthly and remove update groups wherever configured. Retain existing cooldowns; security updates remain independent of the version-update schedule.
Set pre-commit.ci hook updates to monthly. Preserve existing hook versions and CI skip settings. pre-commit.ci does not support ungrouping its hook update PRs.
Apply the same policy to generated-project configurations in the cookiecutter template.
Validation: parsed every changed YAML file and checked that the only semantic changes are monthly schedules and removal of Dependabot groups. GitHub CI must pass before merging.
CI also exposed an existing security-scan failure in the generated workflow: its two setup-just steps omitted just-version. Pin both to 1.43.1, matching the repository's own workflow. The generated workflow passes offline zizmor after this fix.
